Vacation Leave

Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows: Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month) Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

As the Engineer 2, you will:
- Lead the professional review, evaluation, and approval of complex civil engineering plans, technical reports, and permit applications related to land development, roadway improvements, stormwater management, grading, erosion control, utilities, and traffic mitigation to ensure compliance with local, state, and federal regulations.
- Direct technical oversight of development-related inspections, construction modifications, permit revisions, and engineering deviation requests, exercising sound professional judgment to resolve complex engineering challenges while maintaining regulatory compliance.
- Manage permit closeout activities by reviewing bonds, title notices, engineering certifications, record drawings (as-builts), and supporting documentation to ensure infrastructure improvements meet County acceptance standards.
- Serve as the technical lead and subject matter expert for inspectors, engineering technicians, and entry-level engineers by providing engineering guidance, mentoring staff, reviewing technical work, and supporting professional development.
- Support code compliance and enforcement efforts by assisting inspection staff with technically challenging cases, preparing engineering documentation, providing expert testimony when required, and recommending appropriate corrective actions.
- Collaborate with Kitsap County Public Works, governmental agencies, utility providers, and other external partners to resolve complex development and infrastructure issues while promoting coordinated project delivery.
- Advise developers, engineers, consultants, property owners, and the public regarding engineering requirements, permitting processes, development regulations, grading standards, and applicable codes to facilitate successful project outcomes.
- Apply advanced engineering principles and professional judgment to independently resolve non-routine engineering issues while ensuring consistency with departmental policies, engineering standards, and regulatory requirements.
- Contribute to continuous improvement by supporting efficient permitting processes, maintaining high technical quality standards, and fostering productive relationships across departments and stakeholder groups.
Professional Credentials/Licensing/Education:
- Licensed as a Professional Engineer (PE) OR
- Engineer in Training (EIT) certification with four (4) years of qualifying engineering experience working under the direct supervision of a licensed Professional Engineer OR
- Bachelor's degree in Engineering from an ABET-accredited engineering program with four (4) years of progressively responsible engineering experience working under the direct supervision of a licensed Professional Engineer.
- Ability to assign work, provide technical guidance, review engineering products, prioritize workloads, and support the professional growth of inspectors, technicians, and junior engineers.
- Progressive civil engineering experience involving land development, infrastructure, or site development projects.
- Strong understanding of engineering design principles, construction practices, engineering materials, and project management.
- Excellent verbal and written communication skills with the ability to clearly explain complex engineering concepts to technical and non-technical audiences.
- Demonstrated ability to collaborate across departments, navigate complex stakeholder issues, resolve conflicts professionally, and provide exceptional customer service.
- Professional Engineer (PE) licensure is strongly preferred.
- Engineer in Training (EIT) certification is preferred for candidates pursuing professional licensure.
- Experience working within municipal or county development review, permitting, or public works environments.
