Project Manager

Operates as a Project Manager providing technical and acquisition support for commercial and/or non-commercial acquisitions, including but not limited to Information Technology (IT) services, Professional Services (PS), digital services, operations and maintenance, and managed services on a national scale. Manages projects in accordance with all pertinent DoD or agency specific regulations acquisition authorities and principles.

Facilitates the development of interagency agreements between FAS and the customer agency in a fee-for-service environment. Prepares or assists customers with the development of Statements of Work (SOW) or Performance Work Statements (PWS), including but not limited to Information Technology (IT) services, Professional Services (PS), digital services, operations and maintenance, and managed services requirements. Collaborates with Contracting Officers, providing acquisition solutions to meet agency needs, and demonstrates an understanding of various contract types (Firm-Fixed Price, Labor Hour, Time and Materials, etc.).

Collaborates closely with stakeholders to precisely define program requirements and objectives. Plays a pivotal role in developing comprehensive acquisition strategies, considering critical factors such as budget, schedule, and overarching program goals. Engages in market research, identifies potential sources, and evaluates industry capabilities.

Ensures active stakeholder engagement, involving them in decision-making processes and seeking their input to maintain a sense of ownership and commitment. Manages expectations regarding project goals, schedule, and deliverables, with regular updates aligning project objectives with stakeholder expectations.

Develops, monitors, and manages project budgets and contractual spend, ensuring careful planning and allocation of financial resources. Oversees the financial aspects of contracts and agreements, including budgeting for contractual obligations and ensuring compliance with financial terms.
