POSITION SUMMARY
Reporting to Chief Clinical and Housing Officer, the Senior Vice President, OPWDD Residential Services, will oversee all programs and operations in the residential division, ensuring the seamless delivery and integration of quality supports and services to enable persons supported to achieve their individual personal outcomes towards maximizing their quality of life. The SVP is responsible for ensuring that quality supports are delivered in a regulatory and fiscally responsible manner adhering to the internal budget guidelines as well as regulations of state oversight agencies.DUTIES, RESPONSIBILITIES, AND ESSENTIAL FUNCTIONS
Collaborates with Chief Housing and Clinical Officer to develop and implement the organization’s strategic plan for the residential services. Sets goals and leads efforts to ensure progress and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization. Provides direct oversight of the staffing budget and utilization of all assigned programs, ensuring that digital budgetary tools and systems correctly reflect the full-time equivalents required for each program Provides supervision, guidance and direction to all assigned team members on an ongoing basis. Ensuring all team members are fulfilling their roles and responsibilities and addresses performance issues through improvement plans or corrective action measures. Collaborates with Chief Housing and Clinical Officer to ensure all residential staff are engaged in a clearly identified learning plan that best positions them to succeed in their rights. This includes on-site training guide requirements, ongoing adherence to agency and LMS opportunities as well as a minimum training expectation of key management personnel. Work with all operating and other support divisions to design measurably effective strategies to evaluate the effectiveness of our service delivery. Broaden our relationships with the business community, legislators and other key stakeholders. Will maximize the use of internal resources by interfacing with other colleagues and departments to ensure the effective and efficient oversight of a division. Manages annual operating budgets identifying strategies to maximize efficiencies. Ensures adequate supervision and services are provided based on the needs of the individuals served for the respective programs. Ensures that emergency situations are addressed in accordance with established policies and procedures ensuring timely communication of such situations. Provides necessary support to assigned locations/programs including but not limited to employee’s shortages, natural disasters, individual related emergencies, weather, etc. Participates in state, regional, and local planning as it pertains to program development as requested. Ensures that all required documentation (paper and electronic) are completed/processed appropriately, in a timely manner meeting quality and compliance thresholds. Performs other duties as assigned. Education: Master’s Degree in human services required Experience: At least 10 (ten) years of management experience in the health and human services field Knowledge, Skills, Competencies, and Abilities: Demonstrated competency in all state, local, federal regulations and agency policies relevant to the operation of the division Fluent in OPWDD and OMH regulations and other state government entities required to sufficiently operate the division Strong communication, project management, financial management, contract management, problem solving and event planning skills Ability to formulate and sustain positive working relationships with colleagues Computer literacy required, familiarity with Microsoft Office Suite Must be able to motivate, lead and coach others Must be efficient, well organized, and have excellent communication skills Ability to work independently and as part of a team Ability to be on callWORK ENVIRONMENT
This role is performed in-person, in a typical office setting; travel between FREE Network and other relevant locations required.PHYSICAL REQUIREMENTS
Employee is required to sit, walk and stand for prolonged period of time (at least 8 hours). Employee is required to effectively communicate both verbally and in writing. Employee is required to operate standard office equipment such as computers, phones, photocopiers, fax and filing cabinets. Employee might be required to lift/move light items.
