Water & Sewer Construction Superintendent

Job Title Managerial and supervisory position responsible for the installation and maintenance of the water/sewer lines and meter installations in the City of East Point. Major Duties Plans, manages and supervises the activities of water, sewer and meter services divisions of Public Works; this includes assigning and reviewing projects, developing and implementing work schedules, operating policies and procedures; planning and directing the section's short and long-term goals and objectives; providing assistance, evaluating performance, administering discipline and making hiring, termination and pay change recommendations. Develops monitors the budget for the water, sewer and meter services divisions; makes recommendations to the Public Works Director. Manages daily operations of the division: oversees workflow of the water, sewer and meter services divisions and ensures goals and objectives are achieved; develops proposals for designs and construction; analyzes operations/activities and makes operational changes; inspects work sites and consults with internal and external parties involved in projects; works with developers/contractors to bring work into compliance with standards; responds to calls regarding problems and requests for related information. Oversees Capital Improvement Program (CIP) projects headed by engineering consultants; performs final inspections; approves and signs invoices. Inspects and checks operational activities to ensure compliance with all Federal (EPA/COE), State (EPD/DCA/Env. Health) and local jurisdiction regulatory requirements; establishes and communicates divisional policies to ensure health, safety and welfare of city employees and the general public; meets with project consultants to assist with and review design concepts, construction plans and specifications; coordinates the work within the divisions, with other city departments and with other cities, counties and/or state agencies affected. Attends various city meetings; discusses, outlines and presents issues and project plans related to the water, sewer and meter services divisions; serves on various city committees. Manages preventive maintenance program to minimize repair and replacement of machinery, equipment, and infrastructure. Manages and participates in other special programs as assigned. Performs other related duties as assigned. Minimum Qualifications Bachelor's degree in Engineering, Industrial Management or related field; Master's preferred; minimum of five (5) years of progressively responsible related experience, with at least two (2) years of supervisory experience; State certification as a Water Treatment or Distribution Operator and Wastewater Treatment Collections System Operator, or a ability to obtain certification within 24 months of hire is required; ability to respond to emergencies 24 hours a day; valid State of Georgia driver's license; equivalent combination of education and experience. Knowledge Required by the Position Knowledge of principles of employee supervision and personnel management including training, developing, mentoring, and disciplining of personnel; Knowledge of principles and practices of civil engineering as they relate to the design, development and operation of departmental systems; Knowledge of the operation of a distribution/collection system; Knowledge of equipment used in an area of specialty; Knowledge of the installation and maintenance of distribution/collection mains, pump stations, pressure reducing valves and storage tanks; Knowledge of water quality procedures as they apply to the installation and maintenance operations; Knowledge of system load forecasting, Georgia EPD and Federal EPA and COE water quality maintenance, wetlands and reporting requirements; Knowledge of safety practices, procedures and OSHA regulations; Knowledge of regulatory requirements for utility locations; Skill in learning, interpreting, applying and explaining complex rules and regulations and in reading and interpreting documents such as maps and diagrams; Skill in reading/interpreting blueprints, equipment manuals and related literature; Skill in using independent judgment and discretion; Skill in oral and written communications; Skill in prioritizing, scheduling and delegating assignments; Skill in operating modern office equipment; Ability to plan, organize, direct, coordinate and provide leadership to divisions within the Public Works Department; Ability to coordinate and initiate actions, implement decisions and recommendations; Ability to establish and maintain effective working relationships with representatives of other agencies or governmental units, community groups, and others contacted in the course of the work; Ability to react quickly and calmly in emergencies; Ability to communicate effectively, both orally and in writing; Ability to instruct and lead others. Supervisory Controls: The Public Works Director assigns work in terms of some general instructions. Completed work is spot checked for accuracy and the nature and propriety of the final results. Guidelines: Guidelines include departmental policies and procedures, City water and sewer specifications, and Federal, State and City regulatory requirements. These guidelines require sound judgment and interpretation in application. Complexity: Work involves managing activities of a major distribution/collection system for the City. Scope and Effect: The purpose of the position is to effectively manage the daily operations of the water and sewer maintenance division. Successful implementation ensures adherence to all Federal, State and City specifications for installation, repair and maintenance of the City water system. Personal Contacts: Contacts are typically with co-workers, supervisor, coordinators, contractors, engineers, other City employees and the general public. Purpose of Contacts: Contacts are typically accessed to give and exchange information, resolve problems and provide services. Physical Demands: The work is typically performed with the employee intermittently sitting, standing, stooping, walking and lifting heavy objects. The employee may also climb ladders, move through confined spaces, use equipment requiring a high degree of dexterity and distinguish between shades of color. Work Environment: Work is typically performed in an office environment, though at times the employee will be outdoors at field locations exposing the employee to loud noises, dirt, dust, grease, moving parts of machinery, irritating chemicals requiring the use of protective devices such as masks and gloves. Supervisory and Management Responsibility: This position manages activities and supervises the Meter Superintendent, Construction Manager and Foreman and support staff in the water, sewer and meter services divisions of Public Works. #J-18808-Ljbffr Government Jobs
