Supervisory Recreation Specialist - Community Recreation
Navy Region Mid-Atlantic Fleet and Family Readiness (FFR)
Summary This position is located in the Community Recreation Division, of the Morale, Welfare and Recreation (MWR) Department. It manages and administers a comprehensive year‑round recreation program in various facilities. The incumbent plans, promotes and implements a variety of MWR or Community Recreation programs and activities. Major Duties Supervision (25%) Performs supervisory duties that include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted. Supervises federal civil service employees, assigned military employees, non‑Federal workers, unpaid volunteers, student trainees, or others across various grade levels. Authorizes personnel action requests (SF‑52) and ensures timekeeping documents are submitted per local direction. Ensures interviews and selection of new hires are performed in accordance with established hiring practices. Leads and instructs subordinate staff in administering workshops, clinics, and events in various outdoor skills areas. Provides outdoor field experiences related to skill training in the form of day and weekend trips. Leads day‑to‑day operations of multiple programs, assisting with staffing, training, and scheduling. Program Management (35%) Uses creativity to plan, promote and implement well‑rounded Community Recreation programs across the department, meeting CNIC approved program standards. Coordinates leisure skills development activities and classes. Organizes community special events such as comedy shows, holiday events, celebrity appearances, concerts, 4th of July festivals, and Winterfest, among others. Serves as a liaison for MWR‑related activities with Training Support Center, Fleet & Family Readiness Departments, and other tenant commands on a need‑basis. Provides support for unit allocation events, including equipment, programming ideas, and coordination assistance. Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Community Recreation program. Marketing (15%) Solicits and assists with negotiating partnerships on behalf of the MWR Department. Develops working partnerships with on‑base and off‑base organizations to support and benefit MWR programs. Creates professional proposals, executes agreements, and follows up. Researches and provides information and referrals on a variety of recreational opportunities for individuals and families on and off the base. Plans, coordinates, publicizes, markets, and executes programs and special events within the Community Recreation program using all available resources. Promotes MWR facilities and events through outreach opportunities on base and via staff and student indoctrination. Administration (25%) Provides administrative duties and support through after‑action reports, data collection, and database administration. Solicits input from activity managers regarding internal short/long‑range goals, business plan objectives, and program standards. Monitors various programs to ensure standards are met or exceeded. Evaluates and reviews ongoing programs, providing guidance for program development, adaptation, or enhancement. Assists with writing standard operating procedures. Performs analysis of projected projects and programs, considering operating budget, staffing requirements, trends, and mission. Provides onsite project oversight, ensuring approved plans are implemented and notifying leadership of issues or concerns. Uses metrics and financial data to recommend program modifications. Ensures all facilities and activities meet fire, safety, security, and sanitation guidelines. Corrects deficiencies through coordination with appropriate entities. Leads check‑in and check‑out of materials and collects applicable fees via POS computer system for equipment and activities. Performs other duties as assigned. Requirements Conditions of Employment Must meet federal suitability requirements including successful completion of a background investigation. Must successfully pass the E‑Verify employment verification check. No fixed schedule; hours may vary to meet program needs, including split days, early or late shifts, evenings, weekends, holidays, and subject to recall. Must possess and maintain a current and valid driver’s license; from May 7, 2025 onward non‑affiliated individuals requesting access will need a REAL ID‑compliant license or another acceptable form of identification. Qualifications Knowledge gained through relevant education and training (e.g., Bachelor’s Degree in Recreation, Marketing, Business, or related field) and/or equivalent recreation‑related work experience. Combination of experience in customer service and activity‑based programming. Ability to work independently, make sound decisions, and communicate effectively orally and in writing. Knowledge of goals, principles, techniques, and methods used in organizing and conducting activities. Knowledge of the entire scope of activities and their suitability in the Community Recreation Program for diverse participants. Ability to create, negotiate, implement, and sustain partnerships via MWR agreements. Ability to maintain a clear and accurate database. Ability to represent the department and speak in front of small and large groups. Knowledge of recreational and entertainment events. Program planning and leadership skills to devise and implement a leisure and social recreation program that stimulates and sustains participant interest. Valid state driver’s license obtained within 90 days of appointment. Must communicate effectively both orally and in writing. Education A bachelor’s degree in Recreation, Leisure Studies, or a closely related field is preferred but may be substituted by an equivalent combination of education, training, and related work experience, provided the candidate has at least three (3) years of documented experience in recreation programming and facility management, including budgeting, purchasing, and internal controls. Relevant education must be attached to the application before submission. Benefits Salary is commensurate with experience and education.
