Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.
The incumbent will be responsible for overseeing staff that will assist in initiating and coordinating the Tobacco Prevention and Control activities at the county level. This position will oversee staff that are implementing all tobacco related activities, workplan and reports and ensure that all activities are complying as required by the Bureau of Tobacco Free Florida. This position will serve as a liaison between the County Health Department, headquarters, youth, and adult organizations. The position requires the ability to work independently, with youth and adults.
This position develops and submits a tobacco prevention workplan focusing on promoting cessation, reducing exposure to secondhand smoke, and on preventing youth and college age tobacco use initiation. Performs community assessments to identify strategies for tobacco prevention, adult use reduction, and develop policy to effectively reduce tobacco use and access to tobacco products to reduce exposure to secondhand smoke. Coordinates program activities with the Chronic Disease staff, Healthy Start, WIC department and other health department staff as needed. Assists in the maintenance of the local tobacco-free community partnership helping to organize meetings, conduct business and activities for the partnership. Assist in recruiting partnership members, coordinate partnerships activities within the county. Develop yearly work plans, including budget, and submit regular reports as required to ensure compliance with the States of Florida guidelines. Works with local schools and SWAT Coordinator and advisors to plan and implement anti-tobacco activities. Responsible for supervising SWAT Coordinator for SWAT activities and coordinating the youth prevention component, Student Working Against Tobacco (SWAT) of the statewide comprehensive Tobacco Prevention Program. Collects and analyzes data to ensure program outcomes. Attend trainings that are mandatory and/or required to lead the tobacco prevention program in accomplishing the goals and objectives.
The Health Education Program Manager will also coordinate the smoke free environment initiative. Which includes the implementation of community education, policy development/establishment; tobacco quit referrals and promotion as well as coalition building. Ensure all staff complete required training and are offered additional training.
The employee will be responsible for integrating and coordinating smoke free environments through policy, systems and environmental change through the Worksite Wellness Committee and the Healthy Babies Taskforce committees of the Consortium for a Healthier Miami-Dade. Through these committees, the employee will have the responsibility to assure that evidence-based practices are adopted by committee members and that products that evolve from these committees are in accordance with the Tobacco Program at the State level and with CDC best practice. Additionally, the employee will be responsible for attending monthly committee meetings and participating in special events.
The employee will be responsible for engaging providers and collaborating with the Office of Community Health and Planning staff on optimal health initiatives. Responsibilities include expanding policies within organizations that increase access to cessation services. The incumbent will be responsible for establishing a formal referral process which includes a tracking mechanism for all providers that are recruited. The employee will be responsible for participating in the Advisory Committee and providing technical assistance on the Cessation access efforts.
Promote the Florida Quit line and refer community members to tobacco cessation services offered at the local level. Promotes youth empowerment by increasing skills, knowledge of tobacco issues and prevention, and advocacy training. Prepares and disseminates new releases and other pertinent information to communities.
Represents the County Health Department, Tobacco Prevention and Control Program on local committees, boards and coalitions. Assures that the tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program’s mission, goals, and objectives. Transport SWAT youth to required meetings and events if needed. Maintain a record of local tobacco staff contacts.
