Assistant Building Official (Temporary)

Overview Job Location: Glastonbury Town Hall - GLASTONBURY, CT 06033 Position Type: Part Time (0-19.5 hours) Salary Range: $37.92 - $47.39 Hourly The Town of Glastonbury is in need of TEMPORARY BUILDING INSPECTORS to work through the end of our fiscal year. Duties and qualifications are to follow. Responsibilities Under general direction of the Director of Planning and Land Use Services, lead the Building Inspection/Zoning Enforcement Division. Oversee and participate in plan review and inspection of commercial, industrial, and residential properties for compliance with building codes, zoning-related ordinances, and accessibility laws. Ensure a respectful and safe work environment; foster a culture of mutual respect, accountability for ethical behavior, and positive leadership; align policies, procedures and training with these values. Set high professional and customer service standards for staff and ensure accountability with those standards. Supervise daily activities of assigned staff; provide performance feedback; ensure training on best practices for safe work practices with attention to risk management and loss control; administer policies and procedures. Determine work procedures, prepare work schedules, expedite workflow, and standardize procedures to improve efficiency; maintain records of building and inspection activity and complete related reports. Review applications for building permits to ensure compliance with building and zoning ordinances; review plans for conformance with codes prior to permit issuance; coordinate with planning staff to ensure conformance of development proposals with zoning and land use requirements; coordinate division activities with other divisions as needed. Conduct building inspections to determine compliance with codes, ordinances, and conditions of approval; direct correction of deficiencies; issue cease and desist orders and pursue legal actions in enforcement of codes and regulations; issue certificates of occupancy when requirements are met. Investigate zoning complaints to determine compliance; direct correction of violations; issue cease and desist orders and pursue legal actions in enforcement of codes and regulations. Investigate and resolve customer service issues; take corrective action and maintain records of concerns and resolutions. Serve as a technical resource to the Director of Planning and Land Use Services, Building Board of Appeals/Code Review Committee, Zoning Board of Appeals, and the Planning and Zoning Commission; confer with property owners, developers, contractors, engineers, and architects on related matters. Recommend changes to codes, rules and regulations based on identified concerns and special land use development issues. Assure effective and efficient use of budgeted funds and personnel; monitor revenues and expenditures and draft the annual Division budget. Other Duties Assist in employee selection. Conduct Observes safe work practices Observes state traffic laws Represents the Town in a professional and courteous manner at all times Dependability Regularly attends and is punctual for work Work evenings and weekends as necessary Qualifications Profile Knowledge of public administration principles and practices of a specialized work unit building inspection and zoning enforcement principles and practices the Connecticut Building Code building construction practices, materials and standards building systems (i.e., plumbing, electrical, HVAC, etc.) state traffic laws Ability to learn Glastonbury Building/Zone Regulations use a variety of testing equipment to check systems read plans and blueprints, technical guidelines and codes, and attend to details communicate findings in writing, accurately, clearly and concisely verbally explain technical information to lay persons in an understandable way Skilled in interpersonal communication to establish and maintain effective working relationships leadership to provide a respectful, equitable and ethical work environment providing a high level of customer service while executing regulatory duties supervision to provide guidance for staff and ensure accountability for performance Physical/Mental Requirements Physical exertion such as walking over rough or difficult terrain; recurring standing, stooping, climbing or walking; recurring lifting of moderately heavy items weighing approximately 25 pounds. The work may require specific physical characteristics and abilities such as mobility and dexterity. The environment involves potential risk exposure to dangerous situations or unusual environmental stress that requires safety precautions. Minimum Training and Experience Associate’s degree in construction technology or a related field Six (6) years of construction inspection experience, at least four (4) as a Building Inspector Two (2) years of supervisory experience An equivalent combination of education and qualifying experience will be considered on a year-for-year basis License or Certification Connecticut Building Code Enforcement Official License Driver’s License Certified Zoning Enforcement Official (CZEO), CAZEO, desired Note: The above description is illustrative of tasks and responsibilities.
