Fleet Maintenance Foreman

Job Description The Fleet Maintenance Foreman supervises and participates in the maintenance, repair, inspection, and preventative maintenance of airport-owned vehicles, heavy equipment, and specialized airfield maintenance equipment. This position directs daily work assignments, ensures equipment reliability, oversees shop operations, and supports safe and efficient airport operations, including snow and ice control activities. The Foreman reports to the Assistant Manager – Airfield Maintenance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Direct, assign, and oversee daily fleet maintenance activities including preventative maintenance, inspections, diagnostics, repairs, fabrication, and equipment testing. Supervise maintenance and repair of gasoline and diesel-powered vehicles, heavy equipment, trailers, small engines, hydraulic systems, air brake systems, and electrical systems. Schedule and prioritize preventative maintenance to maximize fleet availability and minimize equipment downtime. Ensure all maintenance activities comply with OSHA, EPA, DOT, manufacturer specifications, and SARAA safety policies. Supervise assigned Equipment Technicians; provide on-the-job training, coaching, technical guidance, and task oversight. Maintain accurate maintenance records, work orders, inspection reports, equipment histories, and preventative maintenance schedules utilizing the Authority's CMMS. Coordinate with management to prioritize repairs supporting daily operations, emergency response, and seasonal maintenance activities. Monitor parts inventory, shop supplies, and maintenance equipment; coordinate purchasing and outside vendor repairs as necessary. Ensure proper use of shop equipment, specialized tools, personal protective equipment (PPE), and safe work practices. Serve in snow and ice control operations, including equipment preparation, repair support, equipment operation, and supervisory roles as assigned. Respond to equipment failures, emergencies, and after-hours callouts as required to maintain operational readiness. Identify hazards, stop unsafe work, and immediately report safety or compliance concerns. Perform hands-on maintenance work to support department operations. Perform other duties as assigned by the Assistant Manager. QUALIFICATIONS: Individuals must have demonstrable experience supervising maintenance personnel, directing fleet maintenance operations, diagnosing complex mechanical systems, and ensuring accountability for maintenance activities. To perform this job successfully, an individual must be able to perform each essential duty. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and Experience: High School Diploma or General Education Degree (GED) required. Technical or vocational training in automotive, diesel, or heavy equipment maintenance preferred. Minimum of five (5) years of experience maintaining fleet vehicles and heavy equipment. Minimum of two (2) years of supervisory or lead technician experience in a fleet maintenance environment preferred. Experience maintaining gas and diesel engines, hydraulic systems, air brake systems, electrical systems, computerized diagnostics, and welding/fabrication preferred. Required Licenses, Certificates, Conditions: Valid Pennsylvania driver's license with acceptable driving record. Ability to obtain and maintain an Airport Identification Badge following a ten-year background and criminal history investigation. Commercial Driver's License (CDL), Class A, preferred or ability to obtain within a designated period. ASE Medium/Heavy Truck certification preferred. EPA Section 609 Air Conditioning Certification preferred or ability to obtain within a designated period.. PA State inspection class 7 and PA State emissions license preferred or ability to obtain withing a designated period. Ability to complete all required FAA, TSA, OSHA, EPA, and SARAA training. Cognitive Tasks: Ability to retain and follow oral and written instructions. Ability to diagnose complex mechanical and electrical equipment failures, interpret technical manuals, wiring diagrams, hydraulic schematics, and manufacturer specifications. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Physical Demands: While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach, climb, balance, stoop, kneel, crouch, crawl, talk, and hear. The employee must frequently lift and/or move up to 50 pounds and occasionally lift up to 75 pounds with assistance or mechanical lifting devices. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to distinguish the full visual color spectrum. The employee is required to use the proper Personal Protective Equipment (PPE) related to his or her daily assignment. Work Environment: While performing the duties of this job, the employee is frequently exposed to moving mechanical parts, fuels, oils, solvents, chemicals, vibration, noise, and extreme outside weather conditions. The employee may be required to work long hours during emergencies, severe weather events, or snow and ice control operations. Occasional exposure to electrical hazards, confined spaces, and elevated work areas may occur. Language and Communication Skills: Must be able to read, write, and communicate effectively in the English language. Regularly communicates with supervisors, co-workers, airport operations personnel, vendors, contractors, equipment manufacturers, and consultants. Must be able to clearly communicate maintenance priorities, repair status, safety concerns, and emergency equipment needs. Computer Skills: Possess basic computer knowledge and be proficient in the use of Microsoft Office products, including Word, Excel, and Outlook. Experience using Computerized Maintenance Management Systems (CMMS), fleet maintenance software, diagnostic software, and electronic work order systems is preferred.
