Summary

You will serve as a PROGRAM ANALYST in the Execution Oversight and Reporting Group of the Deputy for Program Integration, within the office of the Deputy Chief of Naval Operations (Information Warfare) for IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

Help

• You will conduct centralized financial management of the Navy Information Warfare by developing and implementing required financial management processes.
• You will Identify to the Branch Head solutions to any impediments to effective and efficient execution of the Information Warfare resources.
• You will provide analysis of all appropriation category obligations and expenditures related to Enterprise investments with regard to established benchmarks and provide recommendations on courses of action to address identified discrepancies.
• You will coordinate with Enterprise Budget Submitting Office (BSO) staff to provide financial analysis, metrics, and reporting what quantifies execution performance related to established goals and objectives.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing

Qualifications

Your resume must demonstrate at least one year of specialized Program Analyst experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include performing duties such as:

1. Applying the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBES) to analyze, develop, coordinate, or evaluate program and budget requirements.

2. Utilizing the Program Budget Information System (PBIS) and analyzing Navy budget exhibits to evaluate resource requirements, program funding, budget execution, and associated financial data.

3. Analyzing financial and programmatic data from multiple sources to identify trends, assess resource requirements, evaluate program performance, and develop data-driven recommendations.

4. Reconciling and synthesizing information from multiple databases, financial systems, and program data sources to identify discrepancies, validate findings, and support program analysis and decision-making.

5. Preparing analytical reports, executive summaries, and briefings that consolidate information from diverse sources, communicate key findings, and identify critical issues, risks, and decision points for leadership.
