Program Manager

TheCalifornia Health Collaborative (CHC) is seeking a Program Manager to lead the Advancing Resources for Community Health (ARCH) Project in Kings County.Undergeneral direction of the Project Director, the Program Manager supports the efforts of the ARCH Projectand oversees program staff and daily operations, supports evaluation and reporting efforts, and leads community outreach, prevention, training, and youth engagement activities under Behavioral Health Services Act (BHSA)/Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG) requirements. This role is responsible for coordinating and managing the county coalition/workgroup, implementing coalition governance, providing technical assistance, and building community support for program initiatives. The Manager also mentors program interns and helps address community needs through collaborative program activities. ESSENTIAL FUNCTIONS: Consults with the Project Director related to planning, community outreach, and program direction. Under the supervision of the Project Director, provides leadership and guidance to the ARCH team, including Behavioral Health Navigator, Data, Evaluation and Reporting Lead, Finance and Grants Management Lead, Media and Communications Specialist, and Outreach and Training Specialists, to fulfill Behavioral Health Services Act (BHSA)/Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG) requirements. Leads the county-wide coalition of local groups, partners, and stakeholders to guide initiatives that enhance behavioral health services for target populations and the broader community, ensuring interventions are informed by local needs and community-defined best practices. In coordination with Project Director and Finance and Grants Management Lead, assists with the implementation of project activities and management of grant to achieve contract compliance. Supports the Project Director in maintaining communication with the Kings County community and coordinating with County staff to ensure outreach plans are approved and implemented as planned. Represents the Program in meetings with committees, community agencies, care providers, and related entities. Attends project meetings in the absence of the Project Director and reports on key areas of discussion. Supports the Data and Evaluation Lead in the collection of data to support the evaluation and monitoring of program activities. Develops program progress reports, correspondence, promotional materials, and statistical reports. Assists in the planning and management of on-site logistics for program meetings and educational presentations, including site selection, catering, room set-up, and audiovisual equipment. Performs other duties as assigned. Cross-Program Collaboration Collaboration across CHC programs to increase awareness of CHC services, promote CHC-branded programs and standardized referral pathways, and consistently utilize CHC’s online referral asset (including the CHW Navigation hub and related support programs) to strengthen access, coordination, and continuity of care. External Awareness & Representation Proactively promote CHC priorities, programs, and referral assets to all external stakeholders—including enrollees, partner organizations, and community entities—to eliminate fragmentation, prevent missed referral opportunities, and ensure consistent awareness and utilization of CHC services. Employees are expected to maintain a professional and business-appropriate appearance and conduct during all work-related interactions, including virtual meetings. The employee is required to have their camera turned on and remain visibly present during all company business meetings conducted through Teams, Zoom, or other approved virtual meeting platforms unless otherwise authorized by management due to exceptional circumstances. REQUIRED EDUCTION AND/OR EXPERIENCE: Education and experience requirements are aBachelor’sdegree inPublicHealth,Public Administration or a related field, and three years of experience working in public health programmingwith diverse populations;or a combination of work experience and education,indicatingan ability to fulfill the requirements of the position. Relevant experience may include community outreach and partnership development, implementation of trauma-informed practices, behavioral health or substance use prevention efforts and working with individuals and families from rural communities and diverse cultural backgrounds. WORK ENVIRONMENT Work will be performed in a variety of settings, including office environments, community centers, schools, partner agencies, outdoor venues, and event locations. The position regularly participates in community outreach and engagement activities, which may involve exposure to varying weather conditions, temperature changes, noise levels, and large crowds. Physical demands will include sitting, bending, lifting up to 25 pounds, driving, and walking. Regular local travel is required to support community engagement efforts, including attendance at community events, outreach activities, partner meetings, health fairs, presentations, and other public-facing functions throughout the service area. Travel is expected to comprise approximately 40% of work time and may occur during evenings and weekends as needed to support program objectives. Occasional overnight travel may be required for trainings, conferences, or special events. OTHER KNOWLEDGE/SKILL/ABILITIES Ability to follow verbal and written instructions accurately. Ability to document and summarize project activities in clear, concise written formats. Ability to share updates and observations during team meetings to support program improvement. Ability to communicate effectively with program staff, participants, parents, and community partners in culturally diverse settings, conveying information in a clear and accessible manner. Bilingual skills in Spanish/English preferred. Proficient in Microsoft Office, Canva, Adobe Acrobat, and other relevant software programs.
