Position Summary: The Community Outreach Manager provides leadership and operational oversight for Tasks Unlimited's community outreach programs, including the Northeast Outreach and Opportunity Center (NOOC), Projects for Assistance in Transition from Homelessness (PATH), and the Resource Center. These programs support adults experiencing homelessness, housing instability, serious mental illness, and other barriers to community stability by connecting them with mental health, employment, housing, service navigation, and resource coordination supports. This position is responsible for program development, day-to-day center operations, staff supervision, contract and grant compliance, community partnerships, crisis response, participant assessment, service planning, referrals, and outreach. The Community Outreach Manager ensures services are delivered in a trauma-responsive, person-centered, and culturally responsive manner that supports participants in living and working successfully in the community. This position is generally scheduled during standard daytime business hours, onsite at two different locations in Minneapolis with flexibility as operational and agency needs permit.

Work Environment and Equipment:

Work is performed primarily in an office or community location. Regular use of standard office equipment is required, including a computer, telephone, copier, and printer.

Qualifications:

Education and Experience Required:

1. Bachelor's degree in human services or related field with a least two years' experience working with the homeless community, mental health, corrections, affordable housing, or chemical health
2. Ability to pass a criminal background check
3. Knowledge of local area housing resources
4. Understanding of harm reduction, housing first, and other homelessness issues
5. Experience meeting people where they are and providing trauma-responsive care
6. Ability to work flexible hours (evening, early morning, and weekends, as necessary) for Point-in-time outreach and counts
7. Demonstrated ability working with individuals from diverse backgrounds and lived experiences

1. Experience supporting individuals living with serious and persistent mental illness
2. Valid driver's license and insured vehicle

Preferred:

1. Fluent in a non-English language or competent in the culture of an ethnic group to which 20 percent or more of the worker's recipients belong like Hmong, Somali, Spanish, etc.
2. Knowledge of shelter and housing resources for people experiencing homelessness, including Coordinated Entry process
3. Prior experience with Homeless Management Information System (HMIS)

• Education and training – Knowledge of the principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
• Computers and electronics – Knowledge of electronic equipment and computer hardware and software, including applications
• Language – Knowledge of the structure and content of language including the meaning and spelling of words, rules of composition, and grammar
• Safety and security – Knowledge of relevant equipment, policies, procedures and strategies to promote effective operations for the protection of people, data, property, and institutions
