Overview RELOCATION ASSISTANCE: No relocation assistance available CLEARANCE REQUIRED FOR START: Yes CLEARANCE TYPE: Secret TRAVEL: Yes, 10% of the Time Position We’re looking for you to join our team as a Principal Program Cost Control Analyst based out of Manhattan Beach, CA . This is a hybrid position that offers the 9/80 work schedule. What You’ll Get To Do The Principal Program Cost Control Analyst (PCA) will support the Space Park Foundry within the Foundries, Test, and Advanced Packaging Operating Unit of the Mission Next Division reporting to the Business Manager of the Space Park Foundry. The PCA will interface with the program managers, functional management, cost account managers (CAMs) and business managers to provide financial support and analysis to meet program requirements. They will prepare budgets and schedules for contract work and assist in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis. The PCA will monitor costs and schedules on contracts requiring validated cost schedule control system. This will include performing Earned Value Metric (EVM) tasks such as Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development, and analysis of estimates to complete. The PCA will perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines, including maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. The PCA will support audits and reviews as requested by programs, customers, and company management, support Annual Operating Plan, Resource Plan, and Long Range Strategic Plan activity, and prepare financial inputs to internal reports and presentations (IPRS, Dashboards, BARs, Etc.). Responsibilities Interface with program managers, CAMs, and business managers to provide financial support and analysis to meet program requirements. Prepare budgets and schedules for contract work and assist in financial analyses (funding profiles, sales outlook, cash forecasting, variance analysis). Monitor costs and schedules on contracts with validated cost schedule control systems; perform EVM tasks including WBS development, budget baseline, cost risk analysis, visibility reports, and estimates to complete. Ensure contracts remain within negotiated parameters and government cost control guidelines; maintain expenditures records and prepare expenditure projections. Submit timely requests for additional funding to the government and support audits and reviews as requested. Support planning activities (Annual Operating Plan, Resource Plan, Long Range Strategic Plan) and prepare financial inputs for internal reports and presentations. Qualifications Basic Qualifications Bachelor’s degree with 5 years of related professional experience OR a Master’s degree with 3 years of related professional experience Experience with financial systems including cost performance reporting and analysis Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts Experience with COBRA, COGNOS, SAP Strong PC skills, specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting) US Citizenship Ability to travel domestically 10% of the time Current, active US Government Secret level security clearance Preferred Qualifications Degree in Finance, Accounting, or Business Administration or related field Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts What We Can Offer You Northrop Grumman provides a comprehensive benefits package and a work environment which encourages your growth and supports the mutual success of our people and our company. Salary and Additional Information Primary Level Salary Range: $94,200.00 - $141,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
