Provide constructive and timely performance feedback and evaluations to HR staff. Handle employee disciplinary actions and terminations in accordance with company policies and applicable employment laws. Duties/Responsibilities Partner with the HR Director as it relates to the department. Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization’s human resources compliance and strategy needs. Administer and/or oversee HR programs including but not limited to compensation, benefits, leave administration; disciplinary matters; employee disputes and investigations; performance and talent management; employee engagement, productivity, recognition, morale; occupational health and safety; and training and development. Assist in identifying staffing and recruiting needs, creating job descriptions, and overseeing the hiring process including candidate sourcing, screening and interviewing. Ensure all required pre-employment documentation, background checks and other pre-employment requirements are completed and cleared prior to an employee’s onboarding and start date. Oversee the onboarding process to ensure all required employment documentation and compliance requirements are completed accurately and timely. Independently manage the DOT compliance portal, including coordinating required pre-employment testing, random testing, monitoring alerts and outstanding requirements, maintaining accurate records, and communicating issues to the safety team to ensure timely follow-up and resolution. Assist with and/or oversee employee disciplinary meetings, terminations, and workplace investigations and other employee relations matters. Provide support and guidance to HR staff, management, and other managers/supervisors when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, assisting the investigation of allegations of wrongdoing, and terminations. Monitor and ensure the organization/West Coast Group’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; review and update policies and practices as necessary to maintain compliance. Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law; and communicate relevant changes in policies, practices, and resources to upper management. Administer and assist to manage union labor relations, CBA compliance and renewal negotiations, grievances; facilitate communications between management, union shop steward, union members, and union representative. Analyze compensation and benefits trends, conduct market research, and recommend competitive base pay, incentive, and benefits programs to support company budgeting and workforce cost planning while ensuring the organization attracts and retains top talent. Use ADP Workforce Now performance management tools to administer annual performance appraisal across the West Coast Group Affiliates. Maintain and update HRIS records; support the development and implementation of employee training program and employee engagement survey. Perform other duties as required. Physical Requirements Ability to sit and work in an office setting for extended periods of time. Ability to type and use the computer for extended periods of time. Ability to talk, hear, walk, stand, reach, bend, kneel, and lift and/move up to 15 pounds occasionally. Bilingual in Japanese, Spanish, Korean, Chinese or a foreign language is a plus. Willingness to travel for business as required. Maintain a positive attitude. Ability to adapt to frequent changes in assignments and workload. Bachelor’s degree in Human Resources, Business Administration, or equivalent work experience. Extensive experience with ADP Workforce Now or other HRIS systems. Minimum 5 years of Human Resource Management experience.
