Cost Analyst

Ideally, the candidate should possess solid experience in cost estimating. The role requires a DOD Secret clearance and is based on‑site at Fort Belvoir, VA. An ideal candidate will also have experience using the Army ACIT Tools (an Army system) and have worked within the Army ASA FM&C organization (Financial Management & Comptroller Office). Job Description: The Contractor shall provide cost analysis support to PM IEN RAs commensurate with the expectations of a large Army program office that has many projects nearing, or in, sustainment support and some projects that are new installations. This work may include, but is not limited to, the functions outlined below: Develop cost estimates and cost documentation as required that are developed in support of PM IEN programs. Examples of required analyses include, but are not limited to, Program Office Estimates, Life Cycle Cost Estimates, Affordability Analyses, Analysis of Alternatives, Economic Analyses, Economic Analysis Development Plans, Cost‑Benefit Analyses, Capability Based Assessments, Business Case Analyses, Concept Plans, Sufficiency Reviews, and Rough Orders of Magnitude. Develop and maintain cost models, develop sound and traceable cost methodologies, and conduct cost risk analyses based on DoD, Army, and Government Accounting Office established standards; repare to document, update, and defend all analyses; review and validate all analyses prepared by the PEO C3T programs including developing standards and techniques for validation as well as tailoring those internal validation processes and procedures when required. Provide support in the development and refinement of cost estimates. Provide recommendations on cost realism, and conduct or provide inputs to cost/performance tradeoff studies. Provide documentation for program cost estimates and cost impacts for planning support. Demonstrate knowledge of the latest cost analysis policies, regulations, and methodologies. Prepare briefings and templates to support their analysis. Support any/all special projects requiring cost expertise. #J-18808-Ljbffr
