Position Summary:

Midnight Sun is seeking an on-site Project Manager in support of a federal contract providing Animal Husbandry Support services to the National Institute of Environmental Health Sciences (NIEHS) at Research Triangle Park in Durham, North Carolina.

The Project Manager is responsible for providing comprehensive oversight of all project operations and personnel matters in support of the contract, ensuring all contractual requirements and deliverables are met in a timely and compliant manner. The ideal candidate will demonstrate exceptional communication skills and the ability to collaborate effectively within a team environment. The Project Manager serves as the primary liaison between the client and the company, facilitating clear communication and coordinated execution of project objectives.

This position is designated as Essential Personnel and requires reporting to work during inclement weather or emergency events, or providing coverage on nights and weekends, as needed or directed.

Background:

The Animal Husbandry Support Contract for NIEHS provides care, maintenance, and technical services for laboratory animals, seven days per week, including weekends and holidays, for 72,000+ square feet of laboratory animal facility space, which includes outside ancillary support areas, including a separate facility located approximately one mile from the main facility.

Midnight Sun supports the care and maintenance of the animals, the sanitation of equipment, technical training, and the general maintenance of the facilities in such a manner to maintain the highest level of Accreditation from the Association for Assessment and Accreditation of Laboratory Animal Care, International (AAALAC).

Duties and Responsibilities:

• Provide direct on-site management and oversight of the project/contract.
• Supervise and manage staff resources, ensuring appropriate allocation and performance.
• Ensure achievement of established performance objectives and contract requirements.
• Prepare, submit, and manage all required contract deliverables in accordance with timelines and quality standards.
• Ensure compliance with facility Standard Operating Procedures (SOPs) and all applicable policies and regulations.
• Oversee and maintain the project health and safety program.
• Implement and sustain a continuous improvement and staff training program.
• Provide management guidance and leadership to the Assistant Project Manager and Supervisors.
• Meet with the Contracting Officer's Representative (COR) on a weekly basis, or as required.
• Perform other duties as necessary to ensure overall project success.

Minimum Requirements:

Education & Experience

• 6 years of experience in an animal facility.
• 3 years of supervisory experience.
• Prior experience in the management of operations in highly populated rodent facilities.
• Experience with the oversight of multiple supervisors and facilities, and/or multiple functional groups is strongly preferred.

Knowledge, Skills, & Abilities

• A strong understanding of the requirements for AAALAC accreditation and site visits and the NRC Guide for the Care and Use of Laboratory Animals (the Guide).
• Working knowledge of electronic facility management systems, preferably eSirius.
• Knowledge of government contracting procedures and regulations.
• High proficiency with productivity software, including Microsoft Outlook, Word, and Excel.

Certifications, Licenses & Other

• Valid driver's license
• Laboratory Animal Technologist (LATG) certification through the American Association for Laboratory Animal Science (AALAS).
• Ability to obtain and maintain client site access and badging requirements.

Work Environment:

The essential duties of this position are performed in a large animal research facility where employees are subject to adverse variables of environmental conditions, both inside and outside. Work areas may often be hot, humid, and/or noisy due to operation of cage washing machines and autoclaves.

Employees are potentially exposed to minor injuries such as cuts, bites, scrapes, pulled muscles, burns and unpleasant odors, and the possibility of exposure to hazardous materials including radioisotopes. Employees are exposed to animals and animal urine, feces, and dander that can act as allergens or as potential sources of zoonotic disease.

Animal care personnel are required to wear a washable, cotton/polyester two-piece uniform of scrub pants and a long sleeve, snap-front shirt (a one-piece cotton coverall may be substituted), safety shoes, disposable shoe cover, head cover, surgical mask), and gloves when working in the animal rooms. Protective clothing is required to be worn by ALL personnel entering an animal room from the return corridors.

Physical Demands:

The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job:

• Ability to wear required PPE which may include respirators or masks, coveralls or Tyvek suits, waterproof gloves, boots, and jackets, safety glasses, and other area-specific equipment.
• Ability frequently to lift, carry, or otherwise move materials, carts, or other equipment weighing up to 20 pounds, occasionally up to 50 pounds.
• Physical strength, endurance, and dexterity to lift, pull, push, carry, handle cages, racks, large pieces of equipment, feed and bedding bags and other materials and equipment normally found in a research facility.
• Ability to continuously stand, kneel, bend, walk, climb, and otherwise navigate storage units, washrooms, lab rooms, and other research areas.
• Ability to use verbal and written/electronic communication for daily tasks.
• Visual acuity to perform inspections, take inventory, and complete paper and electronic documentation.
• Ability to move arms and hands at or above the shoulders/head to move supplies and equipment.
• Ability to work in and around water.
