DIRECTOR / CIVIL RIGHTS COMPLIANCE
Position Summary
The director of civil rights compliance reports to the assistant to the president for institutional equity and compliance. The director serves as a deputy title IX coordinator and the University's ADA coordinator, assisting with all major duties of the title IX coordinator, including managing the day-to-day responsibilities under university policies related to civil rights, Title IX, harassment, discrimination, retaliation, and equal opportunity. This position oversees the scheduling and development of education and training curriculum provided by CMU's Office of Civil Rights and Institutional Equity (OCRIE) to students, faculty, and staff, prepares required compliance documents, reviews and updates plans and policies related to civil rights obligations, and assists in the review and implementation of the University's equal opportunity plans and related policies. Additional responsibilities include conducting harassment, discrimination, and sexual misconduct investigations. Required Qualifications
Bachelor's degree.
Five years of professional work experience with equal opportunity, Title VI or VII of the Civil Rights Act, Title IX of the Education Amendment, or other relevant experience.
Demonstrated experience providing and overseeing training and educational programming.
Demonstrated experience conducting harassment, discrimination, and/or sexual misconduct investigations.
Demonstrated experience in collecting, analyzing data, and making sound assessments.
Comprehensive knowledge of relevant laws and regulations pertaining to state and federal laws related to harassment, discrimination, and sexual misconduct.
Excellent verbal and written communication skills, including conveying relevant information in clearly written reports.
Excellent interpersonal skills, including working effectively with individuals and groups on complex situations.
Demonstrated competence and proven effectiveness in working with various stakeholders, including students, faculty, staff, administrators, and community partners.
Demonstrated commitment to ensuring that members of the University community can thrive.
Ability to work both independently and collaboratively on sensitive matters in a professional and confidential manner. Preferred Qualifications
Master's degree, J.D., Ph.D., or other advanced degree in a relevant discipline.
Experience in a higher education environment.

Experience working in a collective bargaining environment. Duties & Responsibilities
Serves as a deputy Title IX coordinator by assisting with all major duties of the title IX coordinator, including managing day-to-day responsibilities and conducting investigations associated with university policies related to civil rights, Title IX, harassment, discrimination, retaliation, and equal opportunity.
Serves as the University's Americans with Disabilities Act (ADA) coordinator, which includes but is not limited to:
- Chairing the university's Accessibility and Disability Advisory Council (ADAC), coordinating with various offices across campus to review ADA funding requests. This includes oversight of the ADAC budget, as allocated by the President's office.
- Ensuring campus-wide compliance with ADA requirements, including that appropriate processes are in place to record and provide equitable resolution of complaints and inquiries from employees, students, and the greater public.
- Develops and disseminates written materials and presentations for students, faculty, and staff to educate individuals on various policies and procedures related to ADA at the state, federal, and university level.
Develops and delivers education and training curriculum provided by OCRIE to students, faculty, and staff related to harassment, discrimination, sexual misconduct, and equal opportunity. This includes assisting in monitoring compliance with federally required annual training.
Ensures ongoing compliance with federal and state civil rights laws by collecting and analyzing data and maintaining records.
Reviews and recommends updates to university policy and procedures that comply with Federal and State Laws, regulations, and best practices.
Assists with the University's Equal Employment Opportunity (EEO) initiatives, including developing and implementing annual reports, recommending equal opportunity revisions, and staying informed on changes and trends related to EEO reporting and compliance. This includes assisting campus partners with hiring procedures.
Collaborates and coordinates with campus partners to assist with other compliance requirements, including but not limited to the Clery Act.
Works with local law enforcement advocacy organizations and service providers to develop resources.
Advises the assistant to the president for institutional equity and compliance on all related laws or regulations, including but not limited to the Americans with Disabilities Act (ADA), Titles VI and VII of the Civil Rights Act, Title IX of the Education Amendments of 1972, the Elliott-Larsen Civil Rights Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination and Employment Act, the Vietnam Era Veteran's Readjustment Assistance Act, and the Violence Against Women's Reauthorization Act (VAWA), along with other state and federal civil rights legislation as applicable.
Performs special projects and prepares reports and surveys for the President's Office, the Provost, or vice president(s) as requested.
Aides the assistant to the president for institutional equity and compliance in supervising office and student staff.
Serves as a liaison for OCRIE, consulting with senior leadership and/or campus and community partners as directed by the assistant to the president for institutional equity and compliance.
