As a SUPERVISORY FINANCIAL ANALYST at the GS-0501-15 some of your typical work assignments may include:

• Provides a variety of managerial services, including: planning, programming, budgeting, and financial management program analysis, evaluation and management. Manages a broad range of financial management, budgeting, accounting, statistical analysis, automated reporting, and training activities in support of the Agency's world-wide mission.
• As the lead financial support element to the Joint Directors, manages complex financial operations accomplished by team members and senior specialists operating in a matrixed environment.
• Coordinates with Agency personnel and exchanges ideas on future programs and/or current problem areas, maintaining awareness of new, proposed or revised budget issues, and effectively and efficiently implements changes.
• Reviews programs from a wide range of perspectives to include resource adequacy and propriety, tracking and evaluation of program status, and use of performance metrics to identify potential financial management problem areas/trends, which are subject to Agency and higher authority financial management reviews and analysis.
• Provides guidance on program management plans, and assesses the resource implications associated with annual and long-range strategic plans and supporting priorities, goals and objectives.
• Develops and provides guidance on internal management controls to assist staff elements in the management of the full spectrum of Joint Directorate activities.
• Reviews and analyzes spend plans to ensure obligation and expenditure of funds are compliant with U.S. laws, regulations, and policies.
• Tracks execution and recommends action to ensure compliance with Office of the Secretary of War (OSW) obligation and expenditure goals.

• Telework Eligibility: This position is an in-person position at facilities located at Fort Belvoir, VA. This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines.
• Must be able to obtain and maintain a TOP SECRET/SCI security clearance
• Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter
• This is an Acquisition Workforce position in the Business-Financial Management functional area. The incumbent will be required to become certified in the Advanced tier within 4 years.
• The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years
• This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

• Overseeing and directing a broad range of financial analysis, planning, and management for complex programs, ensuring alignment with strategic objectives;
• Managing the formulation, presentation, and execution of comprehensive budgets and financial plans for multiple organizational elements;
• Translating, synthesizing, and interpreting a multitude of federal and departmental financial regulations and policies to provide authoritative guidance to program managers and senior leadership;
• Developing and delivering executive-level briefings and detailed reports that translate complex financial data for both technical and non-technical audiences to support critical decision-making, and;
• Plans, assigns, directs work, strategically adjusts assignments between government and contractor personnel, and conducts performance reviews to ensure mission-critical priorities are met ahead of schedule.
