Stormwater Utility Equipment Operator

Position Overview Under general supervision, the Stormwater Utility Equipment Operator operates heavy mobile equipment such as motorgraders, excavators, backhoes, and other heavy/light construction and maintenance equipment. The operator serves as a leadworker in the repair, maintenance, and construction of stormwater collection and distribution facilities within Sacramento County, including channels, creeks, ditches, waterways; manholes, drain inlets, underground pipelines; levees, water quality basins, detention basins; and drainage facility appurtenances and access roads. Key Responsibilities Operate heavy mobile equipment and other maintenance tools safely and efficiently. Plan, coordinate, assign, and review the work of staff and provide direction to stormwater utility staff. Conduct minor construction projects, equipment operation and maintenance, and pipe cleaning. Implement traffic control procedures and safety operations. Use computers, CMMS, email, and other software to record data, prepare reports, and locate work sites. Maintain vehicle inspection checklists and other reports. Train others in equipment use and maintenance procedures. Implement best management practices related to stormwater maintenance. Knowledge, Skills, and Abilities Leadership, mentoring, and training principles. Safety regulations, including OSHA, confined space, gas detection, and equipment operation guidelines. Understanding of state regulations on streambed alterations, easements, right of way, and county-owned property. Proficiency in reading and interpreting maps, road survey markings, and facility plans. Math skills for measurements and calculations. English language proficiency. Employment Qualifications Valid California Class A Driver License and a Tanker endorsement within 90 days of appointment. Minimum of two years full‑time experience in a senior stormwater or highway maintenance role, or three years related construction/maintenance experience with one year operating heavy mobile equipment, or four years underground utility experience with one year heavy equipment operation. Physical Requirements Perform heavy manual labor including digging, brush clearing, and lifting up to 60 pounds. Work in bent, kneeling, awkward, or tight spaces, including entering 24‑inch drains. Operate continuous rodders, Vactor, or Vacon equipment. Move or manipulate heavy objects up to 300 pounds with assistance. Working Conditions Operate in all weather conditions, including hot and inclement weather. Work in loud, dusty, or contaminated environments. Work around animals and in confined spaces. Work overtime, standby, and call back; night shifts, weekends, and holidays. Probationary Period The probationary period is six (6) months.
