Candidate will be required to work in the office. DESCRIPTION This position is located at DCF Headquarters, 2415 N. Monroe St., Suite 400, Tallahassee, FL 32303. The Contract Financial Coordinator will report directly to the Director of the Office on Homelessness. This position plays a crucial role in supporting the financial management, program monitoring, and budgeting functions within the Office on Homelessness and Office of Community Services. The Contract Financial Coordinator is responsible for overseeing the unit finances relating to contracts and grants, managing federal budget drawdowns, ensuring compliance with financial and contractual requirements, managing unit procurements, and providing regular updates on programmatic spending. This position also works with the Department of Children and Families (DCF) financial team to ensure quarterly federal reimbursement draws are completed and assists with general programmatic report construction as needed. Effective communication, interpersonal skills, and attention to detail are required. Specific Duties and Responsibilities include: * Budgeting Support: Manage unit budgeting, particularly related to contracts, as tasked within the Office of Community Service, including the Office on Homelessness, Fatherhood Initiative, Office of Domestic Violence, Human Trafficking, Hope Florida, and Adult Protective Services. This will be done by preparing and tracking budget reports and ensuring that spending aligns with approved allocations. * Financial Oversight: Work closely with DCF's financial team to ensure that federal reimbursement draws are completed at least quarterly, ensuring proper allocation of funding. * Procurement: Manage procurements for Office of Community Services, as needed. * Approve Contract Invoices: Review and approve contract invoices before payment to ensure all required documentation is included and correct financial codes are used. * Programmatic Monitoring: May monitor contract recipients and contract managers to ensure compliance with contract requirements and that deliverables are met according to agreed-upon timelines. * Financial Oversight: Work closely with DCF's financial team to ensure that federal reimbursement draws are completed at least quarterly, ensuring proper allocation of funding. * Regular Reporting: Provide regular updates to the Director, Deputy Director, Contract Unit Manager, and other stakeholders on contract spending, addressing any discrepancies or concerns. * Programmatic Report Construction: Assist in developing and reviewing programmatic reports to ensure accuracy and alignment with grant requirements. * Procurement Support: Assist or manage unit procurements as required, ensuring compliance with procurement policies and procedures. * Other Duties: Perform other duties as required to support the efficient operation of the Office of Community Services. * REQUIREMENTS Required Qualifications * At least two (2) years of experience in accounting, budget management, financial oversight, or contract management. * A bachelor's degree from an accredited college or university; Professional or non-professional experience as described below can substitute on a year-for-year basis for the preferred college degree. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. Preferred Qualifications * Experience in programmatic monitoring and contract management in a government or nonprofit setting. * Experience with State of Florida in accounting, contract management, budgeting, or financial reporting processes. * Knowledge of Florida invoicing processes. * Experience with federal grants and reimbursement processes. * Familiarity with accounting, budgeting, and funding streams in government programs.\ Knowledge, Skills and Abilities Required for the position: * Knowledge of financial oversight principles, accounting principles, and budget management processes. * Ability to evaluate and analyze data to make recommendations regarding program expenditures and financial compliance. * Strong written and verbal communication skills, including the ability to explain complex financial and programmatic information clearly. * Ability to effectively lead and manage a team, with attention to detail and organizational skills. * Proficiency in Microsoft Office products, especially Excel, Word, and PowerPoint. * Ability to work independently and solve problems with a proactive approach. * Have proficiency with all Microsoft Office products, especially Word, Excel, and PowerPoint Mission: The mission of the Department of Children and Families is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
