Job Overview The Public Works System Coordinator – Streets position supports the management, operation, and maintenance of streets, drainage systems, and related infrastructure by overseeing service requests, coordinating associated work orders, and assisting with equipment maintenance, materials management, and system inventory. The role also helps ensure operational readiness during emergencies and community events by coordinating communications, materials, equipment, and staff preparedness to support effective response and service delivery. Responsibilities Manages and coordinates service requests in the City’s asset management platform, creating accurate work orders, maintaining communication with residents, and supporting decision‑making for organizational goals. Coordinates the overall Streets Division response to service requests (internal and external) and manages in‑field investigations of new customer complaints. Prepares and maintains operational reports, performance metrics, and service request analytics to support management decision‑making. Manages the development of products such as dashboards, analytical products and maps for decision support, assisted by the City’s Business Intelligence Specialist and GIS Analyst on City’s infrastructure Asset management and Geographic Information system (AMS, GIS). Manages back‑end work order QA/QC to maintain data quality and eliminate redundancy. Coordinates prioritization of workloads and provides guidance and direction as needed. Provides guidance and training to staff on proper use of the asset management and work order systems. Maintains accurate infrastructure asset records and supports lifecycle management planning within the asset management system. Manages Street Division’s inventory control and materials management. Assists with division budget tracking, purchasing processes, and monitoring expenditures for materials, supplies, and contracted services. Coordinates with contractors and vendors performing maintenance or infrastructure work within the division. Manages winter weather equipment maintenance and brine preparation during the off‑season, and orders and tracks materials during winter operations via the asset management system and other platforms. Collaborates with Fleet and other supervisors to ensure vehicles and equipment are serviced, inspected, and properly maintained. Coordinates proper operation of vehicles and equipment and verifies compliance with safety practices. Coordinates with other City Departments on large special event support. Participates in a rotating on‑call schedule and responds to emergencies as necessary within assigned area of responsibility. Performs other related duties as assigned. Education High School Diploma or GED required. Vocational or other technical school, training or apprenticeship beyond high school preferred. Experience Three (3) years of experience in street and/or drainage maintenance or a closely related field. Some supervisory experience preferred. Any combination of related education, experience, certifications, and licenses that results in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements. Licenses and Certifications Must possess a Texas Class “A” CDL and a N endorsement within 12 months of hire. Must obtain a Work Zone Certification within 12 months of hire. Must obtain FEMA Certifications – IS 100a, IS 200a, IS 700a, and IS 800a within 12 months of hire. Conditions of Employment Must submit and pass a pre‑employment drug screening. Must possess a valid State of Texas Driver’s License Class “C” and maintain a good driving record as defined by City policy. Other Requirements Must be able to work overtime and flexible hours, including on‑call, nights, weekends, and holidays as needed or required. May be subject to emergency call back or extended work hours in response to emergency situations. Flexible schedule as needed to assist with special events and/or emergencies. Required Knowledge, Skills & Abilities Knowledge of Proper tools, equipment, and practices relating to municipal street and drainage maintenance; trench shoring requirements and confined space entry procedures; Digg Tess requirements and procedures; work‑zone traffic control; basic equipment processes, controls, instrumentation, and hydraulics; brine distribution and production systems and functions; PROWAG and ADA as they apply to street and sidewalk maintenance; asset management and accounting software, such as Cityworks or OpenGov; Geographic Information Systems (GIS) such as ArcGIS or Google Maps/Google Earth; plan inspection and use of “As‑Builts” for issues in the Right‑of‑Way; construction practices; knowledge of equipment, materials, and safe maintenance practices used in street and drainage maintenance; basic procurement policies and laws; basic mechanical understanding of vehicles and equipment used in the Street Division; work performed in the assigned area of responsibility; winter weather operations. Skilled in Analytical skills for data analysis and interpreting technical instructions. Data collection and documentation. Acceptance of responsibility and accountability. Adherence to instructions, safety practices, and standard operating procedures. Punctuality and regular attendance. Effective communication skills, both orally and in writing. Leadership skills to assign responsibilities, coordinate, and monitor job assignments. Ability to work effectively with diverse individuals and teams. Proficiency in reading and interpreting technical documents such as field maps, manuals, and drawings. Capacity to handle multiple projects and prioritize tasks. Availability for on‑call duties and response to emergencies. Willingness to learn new techniques and implement them as needed. Mechanical repair skills, including gas/electric welding, as required. Endurance to work in varying temperature conditions and exposure to dust, fumes, and gases (with appropriate protective equipment). Proficiency in operating related equipment. Ability to provide accurate and informative reports, memos, and documentation. Strong problem‑solving and decision‑making abilities. Organizational skills to ensure accurate record‑keeping and documentation. Proficient computer skills, including Microsoft Office (Word, Excel) and internet navigation. Personnel supervision, including training and coordinating operations. Effective communication, clarity, and conciseness both orally and in writing, and punctual attendance. Physical Demands and Working Conditions Must possess mobility to work in the field; strength, stamina, and mobility to climb and descend stairs, and to operate a motor vehicle and visit various City sites. The job involves fieldwork requiring frequent walking, hiking, and/or climbing in and through operational areas to identify situations, problems, or hazards. Finger dexterity is needed to operate the tools, heavy equipment, a computer keyboard or calculator, and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must regularly lift, push, or pull up to 50 pounds, and occasionally lift, push, or pull up to 100 pounds with or without assistance. Typical daily lifting requirements for certain tasks range from 10 to 25 pounds. Employees may work in an office environment and in the field, and may be exposed to loud noise levels, cold and/or hot temperatures, inclement weather conditions, road and/or land hazards, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
