Duties

Help

  • Gathers, extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests (e.g., estimates of the funding needs of subordinate organizational components).
  • Cross-checks the accuracy of budget and program data in related budgetary forms, schedules, and reports. Identifies inconsistencies, researches causes of variances, and recommends corrections to totals, subtotals, object classes, or related entries.
  • Compares current estimates of funding needs by line item or object class with prior year expenditures and analyzes significant changes, trends, or unusual variances requiring management review.
  • Researches guides to extract legal, regulatory, program, and budgetary information for use by supervisor or higher-graded analysts. Prepares summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports.
  • Prepares preliminary budget estimates and assists in projecting funding requirements for assigned activities based on historical spending patterns, anticipated workload, and known program changes.
  • Receives, reviews, and recommends approval, disapproval, or modification of budget execution requests based on availability of funds, completeness, regulatory compliance, and priority of need.
  • Performs other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: 0800am-4:30pm, Monday thru Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for the .GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

MINIMUM REQUIREMENTS GS-09 : SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience assisting with routine budget analysis functions such as developing, preparing, and revising budgets, fund estimates, or project plans. This experience should include providing data and support for budget or program planning summaries, reviewing and coordinating budgetary documents or allocations, and performing basic analysis of organizational or unit budget needs.

EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related (Transcripts Required)

COMBINATION OF EDUCATION AND EXPERIENCE : Applicants may also combine education and experience to qualify at this level. MINIMUM REQUIREMENTS GS-11 : Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-9 grade level in the federal service that equipped you with the particular knowledge, skill, and abilities to perform successfully the duties and is directly related to the position. Examples of specialized experience would typically include, but are not limited to: Providing analytical services to support all aspects of the budget process, such as budget formulation, justification, and execution stages of the budget process for an assigned organization for personnel salaries and expenses; Knowledge of all financial, accounting, workload and employment used for preparation of annual Budget Plan and forecast; Understanding guidelines of OMB and congressional laws, regulations, policies, and directives, Federal policies, management and organizational techniques.

To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. if related? Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
