SUMMARY OF POSITION 

The Source Program Manager will lead and manage TGTHR’s Drop-In Center at The Source as well as the Outreach program. The Source Program Manager will be responsible for the overall design and delivery of the services in the project, fidelity of Trauma-Informed Care, Harm Reduction, Housing First, and Positive Youth Development philosophies, developing and enhancing partnerships with local organizations that will be providing on-site and off-site services, and implementing and evaluating the project and project outcomes. 

ABOUT The Source and Outreach

The Source operates both a drop-in center and outreach services for youth experiencing homelessness in our community. Our drop-in center is a low-barrier, welcoming space where young people ages 12–24 experiencing housing insecurity can have their basic needs met with dignity and without judgment. Youth who come through our doors can access a hot lunch, laundry and shower facilities, and other essential support, alongside case management services that help them work toward greater stability. TGTHR's outreach efforts meet young people experiencing homelessness where they are — on the streets and at community access points throughout the area. Rather than waiting for youth to find their way to services, outreach works to build trust and connection with young people who may not yet be engaged with The Source or other supports. The Source team is often a young person's first point of connection with TGTHR — a place where trust begins to build and where staff meet youth exactly where they are.

PRIMARY RESPONSIBILITIES

• Lead and support a diverse team of Case Managers, Youth Support Specialists, Peer Services and Volunteers by:
  • Hiring and training team members.
  • Facilitating meaningful individual supervision and collaborative team meetings.
  • Providing ongoing coaching, mentorship, and professional growth opportunities.
  • Overseeing core operational needs, including scheduling, timekeeping, and performance management.
• Support staff by offering crisis availability and relief, debriefing incidents, providing regular feedback, and building a strong, positive team culture.
• Work with TGTHR’s Director of Programs to ensure all organizational training is maintained and accurate, compliant with necessary local, state, and federal law.
• Monitor and oversee documentation and record keeping to ensure standards are met. 
• Facilitate regular case conferencing between The Source and 1440 Case Managers to discuss mutual clients/concerns.

• Build trusting relationships with youth and create an environment that fosters independent living and community building. Collaborate with community agencies based on residents’ goals and aspirations.
• Solicit and address youth, staff, intern, and volunteer feedback
• Support development and implementation of Youth Leadership programming at The Source.

• Manage and oversee facility needs at The Source, including but not limited to: 
  • Addressing and managing facility issues.
  • Coordinating onsite meals.
  • Overseeing all service delivery in the space by staff, community partners, and volunteers, etc.
• Develop and oversee program budget and substantiation of expenses.
• Participate in program evaluation, assessment, and development.
• Ensure program compliance and implementation of various grants, licenses, and laws.
• Oversight of Incident Reports (IRs), Critical Incident Reports (CIRs) and grievances.
• Oversight of emergency procedures and drills (fire, etc).
• Ability to prioritize and thoughtfully pivot tasks in a fast-paced, dynamic environment where community and client needs shift quickly. 

• Attend committee and community meetings as a representative of TGTHR. Manage relationships with external organizations, collaborators and constituents (county, state, judicial, activities-based organizations, etc). 
• Meet with and prepare outside speakers for TGTHR program events.
• Complete projects as assigned by the Director of Programs.

• Education: 
  • Bachelor’s degree in social services or a related field
• Experience: 
  • 3-5 years of experience working with vulnerable, at-risk, and/or unhoused young people in shelter, transitional, or housing programs. 
  • A minimum of 2 years experience managing a diverse team of direct care staff. 

Note: An equivalent combination of education and experience will be considered in lieu of a degree.

• Social Justice Commitment: Dedicated to ongoing learning around social justice, particularly the intersection of youth homelessness with race, sexuality, gender, ability, and socioeconomics.
• Lived Experience & Shared Identity is Preferred: Lived experience relevant to—or shared identities with—those TGTHR serves, including communities of color, LGBTQIA+ individuals, individuals with disabilities, and the intersection of youth homelessness.

• Software: Proficient in G-Suite and Microsoft Office; experience with Salesforce preferred.
• Local Knowledge: Knowledge of community resources in the Boulder area, with a preference for familiarity with HUD and City of Boulder housing regulations.
• Youth-Centered Care Knowledge: Understanding and application of youth-centered care models, including:
  • Frameworks: Positive Youth Development, Housing First, client-centered, trauma-informed, and harm reduction practices.
  • Crisis & Care: De-escalation, mental health support, conflict resolution, and managing vicarious trauma.
  • Systems Navigation: Familiarity with the child welfare system and youth-serving resources is preferred.
• Language: Spanish language proficiency is preferred.
• Logistics: Valid driver’s license and access to reliable transportation.

• Ability to sit for extended periods while performing typing or administrative tasks.
• Ability to lift a minimum of 30 lbs, bend, stoop, kneel, crouch, push, and participate in strenuous activities.
• Schedule flexibility based on the needs of the role/ team/ organization, including some evening and weekend hours when necessary

COMPENSATION AND BENEFITS

Salary: $70,000 - $80,000
