POSITION SUMMARY

Receives, reviews, processes, and responds to Open Records Act requests for Department records, with primary responsibility for high-volume requests involving citations, incident reports, crash reports, and related law-enforcement records. Determines responsive records, retrieves records from Department systems, reviews records for information exempt from disclosure, applies required redactions, communicates with requesters, and produces responsive and releasable records within deadlines established by Georgia law. The position may assist with other Department open-records requests as assigned by management.

ESSENTIAL FUNCTIONS

PRIMARY RESPONSIBILITIES: OPEN RECORDS PROCESSING AND ANALYSIS

o Maintain a working knowledge of the Georgia Open Records Act and Department training related to the Act.

o Maintain sufficient knowledge of Department divisions, programs, records systems, report types, and records custodians to identify and obtain records responsive to requests.

o Evaluate new requests to determine what Department records are being requested, identify the appropriate Department source or records system, and contact Department personnel as necessary to obtain responsive records.

o Maintain appropriate communication with the requester throughout the request process, including seeking clarification when necessary to identify responsive records and facilitate efficient processing of requests.

o Assess the scope and anticipated volume of records responsive to each request and ensure that the Department provides the response required by the Georgia Open Records Act within the applicable statutory timeframe. When responsive records cannot be produced within the initial statutory response period, prepare an appropriate production timeframe and estimated costs, when applicable.

o Utilize proprietary Department computer systems and databases to search for, retrieve, and download Department records and compare retrieved or received Department records to the original request to ensure responsiveness, accuracy, and completeness.

o Review responsive Department records and determine releasability based on established state and federal confidentiality requirements, statutory exemptions, and Department policies. Withhold from release records that are exempt from disclosure in their entirety. Identify and escalate unusual, complex, or legally uncertain issues to a supervisor or legal counsel.

o Review responsive and releasable Department records and apply required redaction pursuant to established state and federal confidentiality requirements, statutory exemptions, Department policies, and approved redaction guidelines. Identify and escalate unusual, complex, or legally uncertain issues to a supervisor or legal counsel.

o Redact as appropriate and make available the responsive and releasable Department records; Provide a requester with applicable legal authority for each record lawfully withheld from disclosure and each redaction.

• SECONDARY RESPONSIBILITIES: CUSTOMER SERVICE, CLERICAL WORK, COMPUTER SKILLS & ORGANIZATION :

• Maintain accurate electronic tracking for each request, including a complete log of material communications, actions taken, records produced, and the Department's response.
• Provide quality customer service, including accurate and timely information and answers to inquiries from internal and external customers.
• Perform other Unit-related duties as assigned.

WORK ENVIRONMENT

Work is performed primarily in office, regular business hours Monday through Friday. The following factors contribute to creating stressful and demanding working conditions:

Minimum Qualifications:

Associate degree from an accredited college or university and two (2) years of job-related experience; or three (3) years of job-related experience.
