Project Manager – Infrastructure, Electrical Power & OSBL

Richmond, VA | Capital Projects | Infrastructure & Electrical Power

We are looking for an experienced Project Manager to lead large-scale infrastructure, electrical power, and OSBL (Outside Battery Limits) projects supporting major capital construction and manufacturing site expansion initiatives.

This is a hands-on project leadership role with responsibility for scope, schedule, budget, safety, quality, contractors, and stakeholder coordination from project development through commissioning and handover.

What You'll Do

Lead the full lifecycle of infrastructure, electrical power, and OSBL capital projects from concept through commissioning and handover
Manage OSBL projects including utilities, roads, site development, power distribution, and supporting infrastructure
Manage projects valued at $100M+
Develop and maintain project schedules, budgets, risk registers, execution plans, and project controls
Coordinate engineering, construction, operations, procurement, and contractor teams
Manage contractor performance, deliverables, and overall project execution
Monitor project performance and proactively address scope changes, risks, and schedule impacts
Lead project meetings and provide regular updates to leadership and key stakeholders
Ensure compliance with safety, environmental, quality, and regulatory requirements
Support commissioning, startup, and turnover activities
Drive issue resolution across multiple project workstreams

What We're Looking For

Bachelor's degree in Engineering, Construction Management, Project Management , or a related technical discipline
7+ years of experience managing capital projects
Proven experience managing large-scale capital projects valued at $100M+
Experience managing infrastructure, utilities, and electrical power projects
Strong experience with project controls, scheduling, budgeting, risk management, and execution
Experience leading large, multidisciplinary project teams
Strong contractor management and stakeholder coordination experience
Excellent communication, leadership, and problem-solving skills

Preferred Experience

Large-scale manufacturing or pharmaceutical facility expansions
Strong knowledge of OSBL systems and site infrastructure
Experience managing electrical distribution, utility, and power-related projects
Experience working in highly regulated environments
PMP certification
