Business Analyst - HHSC, Austin

Position Title Business Analyst 3 Agency Texas Health and Human Services Commission Location 701 W. 51st, Austin, Texas 78751 Working Hours & Telework Policy Primary work location: 701 W. 51st, Austin, Texas 78751. Hybrid – 3 days remote, 2 days onsite (Thursday & Friday). Candidates must be local to the Austin area (within a 50‑mile radius). Payment and Duration Consultant hourly rate (W‑2): $62.00. Services start 04/13/2026 and complete 08/31/2026 (maximum 1200 hours). Required/Preferred Skill Sets 8+ years extensive experience reviewing, analyzing, and evaluating business systems and user needs. 8+ years thorough understanding of business analysis areas of knowledge and associated activities. 8+ years experience participating in software development reviews and providing advice and assistance to other team members in analysis, design, and test. 8+ years experience performing or participating in unit testing, support system testing, and user acceptance testing. 8+ years extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy. 8+ years thorough knowledge of software development lifecycle methodologies. 8+ years extensive skill in effective verbal and written communications with both IT and business professionals and clients. Preferred: Experience with implementation of case management systems. Preferred: Experience with Jira project management software. Responsibilities Review, analyze, and evaluate business systems and user needs. Formulate systems that parallel overall business strategies. Apply business process reengineering and identify new technology solutions to make the business more effective. Map and redesign processes using industry‑standard methodologies. Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Leverage 8+ years of experience, using judgment to plan and accomplish goals, performing complex tasks independently with creativity and latitude. Minimum 5 years of experience serving as a liaison between the business community and customer IT teams (e.g., Architecture, Project Delivery, Application Sustain). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, technology understanding, and project management. Employment Details Services shall be provided during normal business hours (Monday through Friday, 8:00 AM–5:00 PM, excluding state holidays), with potential for outside business hours on weekends, evenings, and holidays as requested. Payment for work over 40 hours will be at the quoted hourly rate. All work products will be considered "works made for hire" and are the property of the Texas Health and Human Services Commission.
