Conducts outreach into the community served by assigned school. Recruits children and families for the program. Completes initial parent interview and determines program eligibility. Identifies families with social service needs, provides current information on community resources, and assists families in working with agencies or community organizations to meet those needs. Serves as advocate or spokesperson for families. Provides counseling or referral, emergency assistance and crisis intervention services. May transport child and family for needed services. Coordinates family volunteer component of program. Facilitates parents’ involvement and maintains records of all volunteer hours. Plans and delivers monthly training sessions for ECEAP families, including parenting skills, child growth and development and other topics as required. Conducts visits and provides home visits and instruction according to work plan requirements, or as needed. Maintains accurate records, including enrollment information, family assessment, health records, referral to outside agencies and follow-up data. Provides reports as required. Provides ECEAP program orientation to parents and families regarding their rights and responsibilities in ECEAP; encourages parents to participate in decisions concerning the content and direction of the program. Attends in-service training sessions and staff meetings as scheduled. Participates in staffing (quarterly mental health reviews) for each family. Assists ECEAP Teacher with classroom instruction and other activities such as preparing meals and snacks, as needed. Performs other duties as assigned. Minimum Qualifications Education and Experience

1. A two‑or four‑year degree in adult education, human development, human services, public health, health education, nursing, social work, early childhood education, child development, psychology, or a related field from an accredited institution and a minimum of two years of documented work experience with adults and/or parents; or
2. A two‑year degree in any field from an accredited institution and at least 30 quarter units (or equivalent semester hours) in the aforementioned fields and three years of documented work experience with adults and/or parents.

Required Knowledge, Skills, and Abilities Knowledge of county resources for families and appropriate referral procedures. Ability to effectively communicate with pre‑school age children, family members, outside agencies, coworkers and other building staff in a diverse environment. Ability to organize own work and work independently. Ability to understand the school district and its relationship to the community. Ability to lift 20 pounds and push/pull 40 pounds. Access to a personal vehicle and proof of insurance. Certifications and Licenses Fingerprinting and background check. Valid Washington State Driver’s License. First Aid and CPR Card within three months of hire. Food and Beverage Handler’s Card. Desirable Qualifications Experience working with pre‑school children and their families. Working Conditions Work is performed in a regular elementary school, outside the community, and in the homes of families in the program, subject to frequent interruptions, uncooperative, emotionally disturbed, distraught or angry parents or family members, small crowded spaces and exposure to infectious diseases. The role requires the ability to use arms, hands and fingers; lift up to 20 pounds and push/pull 40 pounds; tolerate extreme noise levels, dust, fumes, traffic and inclement weather while driving; perform ordinary physical efforts such as bending, stretching, twisting, walking or reaching; and listen carefully. Employment Conditions Employment is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW 28A.400.303. The fingerprint scan must be completed prior to the first day of employment. Head Start and ECEAP programs require an additional background check prior to an offer for employment. The Portable Background Check can be initiated at Federally funded Head Start and state funded ECEAP programs require all staff working with children to receive an initial health examination, complete a two‑step Mantoux tuberculosis (TB) skin test or proof of negative Mantoux TB test in the 12 months prior to hire, medical therapy to treat TB, or a recent negative chest x‑ray and a statement from a health care provider, regular and ongoing medical care, and not pose a risk to the young children (ages 0‑5) or pregnant mothers that our program serves. Head Start requires this documentation prior to employment. ECEAP requires documentation within the first 30 days of employment. All Head Start and ECEAP staff must provide specific immunization documentation related to measles, mumps, rubella (MMR) by January 31, 2022 (RCW 43.216.690).
