Position Number: 22092623 Location: Central Office -PT08County: Pulaski Anticipated Starting Salary: $94,537This position works in the ADPHT Planning & Development Office.In addition to the minimum qualifications established for the Engineer Supervisor/Expert classification, preference may be given to applicants possessing:• A bachelor's degree or higher in Civil Engineering from an ABET-accredited engineering program.• Current registration as an Arkansas registered Professional Engineer (PE).• Professional experience in civil engineering design and/or construction involving public infrastructure, site development, utilities, roads, drainage, bridges, buildings, recreational facilities, or similar capital improvements.• Experience managing multiple design and construction projects simultaneously.• Experience reviewing engineering plans, specifications, cost estimates, technical reports, shop drawings, submittals, requests for information, change orders, and other construction documents.• Experience administering or overseeing construction contracts and working directly with contractors, consultants, inspectors, and facility owners.• Experience supervising engineers, construction inspectors, project managers, technical personnel, or professional consultants.• Knowledge of applicable engineering principles, construction practices, codes, standards, permitting requirements, and regulatory requirements associated with public construction.• Strong written and verbal communication skills and the ability to communicate technical issues effectively with both technical and non-technical personnel.• Demonstrated ability to identify construction and engineering problems, evaluate alternatives, and develop practical and cost-effective solutions.The ideal candidate is a practical, solutions-oriented Professional Engineer who is comfortable working in both an office and construction environment. This classification is responsible for steering high-impact projects and developing innovative solutions that advance the agency’s or organization’s technology strategy. The Engineer Supervisor / Expert leads complex design and analysis efforts, oversees system architecture, and serves as the subject matter expert in their field. This role collaborates with multiple teams in an attempt to solve cutting-edge problems, mentor junior engineers, and drive improvements in processes, quality, and overall product excellence.Primary ResponsibilitiesThe assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Design, develop, and execute robust engineering solutions while ensuring the highest standards of technical excellence. Lead teams in building scalable, maintainable, and highly performant systems. Provide technical guidance and mentorship to junior and mid-level engineers, fostering an environment of growth and innovation. Spearhead the planning, execution, and monitoring of complex projects from conception through deployment. Demonstrated capacity to manage projects and mentor teams while juggling multiple priorities.Minimum QualificationsBachelor's degree in Mechanical Engineering, Civil Engineering, Environmental Engineering, Structural Engineering, Electrical Engineering, Chemical Engineering, Agricultural Engineering, Industrial Engineering, or a related field.Possession of a Professional Engineer (PE) license as issued by the appropriate state licensing board. Minimum of 4 years of progressive engineering experience, including complex design projects and a track record of adherence to regulatory and quality standards.Extensive experience with modern engineering practices and tools.A strong portfolio of successfully delivered projects that demonstrate technical innovation and robust design principles.Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series.
