The Dean of Arts, Languages and Communication will lead and administer all aspects of the Division including the design, delivery, staffing, administrative support, supervision and evaluation of division programs, and support staff. Duties include overseeing the Performing and Visual Arts Center (PVAC), Stagehouse Theatre programming (Dance, Music, Theatre Arts), Hyde Art Gallery, Master classes in Music and Dance, campus newspaper, television and radio stations, studio arts labs, speech, communication and intercollegiate forensics, American Sign Language, World Languages, and other co‑curricular activities. Job Purpose Under the direction of the Vice President of Academic Affairs, the Dean is responsible for program planning, budget management, faculty recruitment and retention, student services, and participation in district governance and public information activities. The Dean will also facilitate collaborations with industry, community organizations, and other educational institutions. Essential Duties and Responsibilities Manage, evaluate, and coordinate academic subject areas and student services in accordance with legal requirements, district policies, and sound instructional and student services principles. Establish overall goals, objectives, and plans; initiate and participate in overall program planning; communicate statutes, district and college policies and philosophies to division staff. Supervise and coordinate curriculum planning and development; utilize available resources to develop new or revised curriculum; evaluate and recommend instructional materials, equipment and facilities. Communicate and interpret program objectives and offerings to students, staff, faculty, and community organizations. Perform hiring, evaluation, and retention of faculty and staff according to statutes and Governing Board policy; plan and coordinate orientation and in‑service education for professional development. Prepare faculty teaching assignments and schedules; assign certified and classified staff to work areas, hours, and duties; orient and assist new personnel as needed. Prepare budgets and submit through appropriate channels for approval; monitor and control program‑operating budgets; initiate special fund requests; determine need and priority for capital equipment and materials. Administer and implement district and college rules, regulations, policies and procedures; assist in implementing contract provisions negotiated by the Governing Board and recognized bargaining units. Serve as a member of district, site or other committees and task forces. Participate in public information activities to promote and publicize instructional and student services programs; respond to inquiries regarding curriculum or course offerings and services provided. Prepare catalog material, class schedules and other program information as required; recommend and implement new programs to enhance the college mission and enrollment. Assure responsiveness of assigned special programs and student services to the overall needs of the campus, students, faculty and administrators. Participate in the search, screen and selection process for contract employees. Prepare reports and make presentations. Coordinate and facilitate the resolution of student, instructor and staff conflicts and problems. Perform related duties as assigned regarding assigned programs as necessary; coordinate programs with business, industry, community organizations and other educational institutions. Special Skills and Requirements In-depth knowledge of the Education Code, Title 5, and other administrative regulations and the ability to apply these regulations. Sensitivity to community diversity and the needs of all groups. Ability to delegate, ensure adherence to College and District policies and holds others accountable while instilling confidence among faculty and staff. Ability to exercise academic leadership to advance the college’s mission. Facilitate communication and understanding among faculty, staff and students within a multi‑college district. Commitment to the community college concept and a diverse curriculum for a heterogeneous student population. Ability to participate in the community college planning process and achieve district goals and priorities. Ability to work cooperatively and responsively with all segments of the College, District and community. Commitment to keeping students informed and seeking their opinions while providing student services. Ability to communicate the college vision to faculty and staff. Strong academic leadership skills. Education and Experience Master's degree from an accredited institution plus five years of achievement in management, supervision or leadership within higher education, with emphasis in one or more areas to which the Dean position is assigned. Necessary Qualifications Ability to advance the college’s vision, mission and values in Arts, Languages & Communication programs and services. Demonstrated commitment to diversity, equity, inclusion, anti‑racism and accessibility in a student‑centered environment. Demonstrated sensitivity to students from diverse backgrounds, including differently‑abled and LGBTQIA+ students. Ability to advance strategic goals related to access, success, retention and equity in hiring. Provide administration, direction, planning and coordination of instructional disciplines and departments per legal requirements and effective instructional principles. Establish overall goals, objectives and plans; prepare reports and presentations; participate in overall program review and planning. Support faculty in curriculum planning and development; evaluate instruction materials and facilities. Recruit, select, assign, supervise and evaluate instructional personnel and classified staff; provide professional development. Develop course schedules to meet enrollment planning principles and goals. Co‑ordinate program review, curriculum development and outcomes assessment. Plan, recommend and implement budgets; manage fiscal policy compliance. Participate in college and district governance through councils, committees, workgroups and taskforces. Resolve student, instructor and staff conflicts. Demonstrate courteous and respectful teamwork, creativity and problem‑solving. Effective oral, written and interpersonal communication skills. Experience writing grant applications and managing resources. Other Qualifications Interpret and apply state and federal laws impacting community colleges (Education Code, Title 5, etc.). Advocate for instructional support services and programs such as dual enrollment and learning communities. Adopt and navigate current technology including student‑facing systems, WMIS and college‑wide systems (Adobe, Microsoft Office).
