If this resonates with you, then come make a difference at Forge.Requirement: DCSA Senior Budget Support AnalystJob Description: Forge is seeking a full-time Project Specialist / Senior Budget Support Analyst assigned to the Defense Counterintelligence and Security Agency (DCSA) in support of the Acquisition and Technology (AT) Directorate - providing budget formulation and execution analysis, Acquisition and Budget Management (ABM) Tool administration, spend plan development, and year-end close-out support. This position is contingent on award of contract and grant of funding.Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):The Senior Budget Support Analyst shall assist in identifying and addressing gaps in AT financial and budget processes and shall provide analytical assistance across the full budget formulation, execution, and close-out cycle. Support AT budget-related activities by providing analytical assistance for budget formulation, execution tracking, and reporting. Support process improvement efforts related to financial and acquisition systems. Assist AT Technical Points of Contact (TPOCs) and CORs by providing analytical and administrative support. Support data collection, tracking, and aggregation efforts to inform AT mission activities. Assist in process improvement initiatives by supporting the drafting of Standard Operating Procedures (SOPs). Provide technical and administrative support for the Acquisition and Budget Management (ABM) Tool, including updating data fields, out-year budget information, and funding allocation records.Assist Division Chiefs and other designated personnel with the administrative processing of DCSA requirement packages. Maintain the P&E DCSA-231 Tracker to support monitoring of IT request forms submitted and processed. Support Government Resource Managers by assisting in the preparation of Spend Plan documentation.Support the Execution Reporting Team by reviewing decision-level requirements and providing execution analysis. Coordinate with Division Chiefs and Branch Chiefs to assist in identifying and documenting out-year requirements. Provide support for Unliquidated Obligations (ULOs) by coordinating with Financial Management and Program Managers. Support Government staff in reviewing contract invoicing by preparing de-obligation reports. Provide analytical support for the tracking and reporting of Government-identified performance measures. Support process management activities, including assisting with establishing baselines and continuous refinement. Assist DCSA with obtaining Spend Under Management (SUM) classification. Review current systems and data collection tools configured in ServiceNow, ABM, and the AT Executive dashboards; assist Government Leads with retrieving and reviewing assessment reports from the ABM dashboard. Assist in developing and maintaining draft SOPs for entering and routing requirement packages, and in preparing and performing quality checks on requirement packages prior to entry. Coordinate with financial management teams to reconcile ABM Tool data with the Defense Agencies Initiative (DAI). Generate regular reports from the ABM Tool on funding allocations and budget execution rates.Provide assistance and user support to AT staff on proper use of the ABM Tool. Assist in preparing budget briefings and decision documents based on ABM Tool data. Support the year-end close-out process by reconciling all AT requirements in the ABM Tool and preparing draft documentation for de-obligations or funding realignments. Deliver a Financial Management TrackerQualifications/Requirements: The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.We are looking for candidates with....A bachelor's degree in finance, accounting, business, or a related field; OR a minimum of eight (8) years of relevant financial analysis, budgeting, or accounting experience. At least three (3) years of experience performing quantitative analysis of financial or programmatic data. Ten (10) or more years of professional experience is expected at the Senior level. Demonstrated experience with Federal budget formulation and execution, spend plans, and year-end close-out. Experience with a Federal financial or acquisition management system of record (ABM, DAI, PRISM, or comparable). Advanced Microsoft Excel skills, including pivot tables, lookups, and large-dataset reconciliation.Superior time management, organization, and prioritization skills. Competency in working autonomously. Demonstrated competency in technical writing and business strategy. Competency in Lean Six Sigma / SCRUM team leadership and/or DAWIA Program and Procurement Management, and in Project Management and/or Procurement methodologies. Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable Federal regulations and Department of Defense policies. Ability to read, write, and speak English fluently. US Citizenship. Hold and maintain an active DoD SECRET security clearance based on a favorably adjudicated T3 or T3R investigation. A Top-Secret clearance (T5/T5R) may be required for select positions. Be granted approval to obtain a DCSA physical access badge and access to DCSA information systems. Complete all Government-mandated annual training, including Operational Security, Security Awareness, Subversion and Espionage, Ethics, and Prevention of Sexual Harassment. Use Government or official company e-mail for all official US Government business. Personal, private, or commercial e-mail accounts shall NOT be used. Comply with 32 CFR Part 117.12 (NISPOM) security training and briefing requirements. Lean Six Sigma certification (Green Belt or higher)Job: Full-timeLocation: Primarily remote. Contractor personnel may be required to work onsite at DCSA sites in Quantico, VA; Ft. Meade, MD; or Boyers, PA based on mission requirements. Travel when working onsite is not reimbursed. All classified work is performed at DCSA Headquarters, 27130 Telegraph Road, Quantico, VA 22134. Only unclassified work may be performed offsite. Hours of Operation: Monday through Friday, eight-hour shift with mandatory coverage of core hours 0900 – 1500 EST, within normal business hours of 0800 – 1600 EST. A minimum 30-minute unpaid lunch is required each workday.
