Program Planner II - Onsite

Program Planning/Management Professional – Program Planning Department, Raytheon Technologies (Naval Directorate) What You Will Do Support the development and maintenance of the Program Integrated Master Schedule (IMS) in Microsoft Project based on customer requirements and scope. Detail plan and maintain the IMS throughout the program’s lifecycle, incorporating contractual and programmatic changes to keep realistic, current contract schedule baselines. Ensure IMS compliance with government customer requirements during all program phases. Load the IMS with applicable scope, target budgets, and demonstrate thorough cost and schedule integration, traceable to production scope. Conduct detailed analysis of the IMS and supporting documents to ensure quality, completeness, and compliance. Communicate schedule status electronically and verbally—including critical‑path analysis, schedule variance analysis, and “what‑if” exercise results—to the Planning Lead, Program Manager, customers, and senior management as required. Support EAC and LRE processes related to the Program IMS. Develop and maintain the Program Master Phasing Schedule using Milestones Professional Software. Qualifications You Must Have Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. Minimum of 2 years of Program Planning, Scheduling, or Project Management experience. Experience using industry‑related scheduling software (e.g., MS Project, Primavera, Open Plan). MUST obtain and maintain a U.S. government Secret clearance after day 1 of employment. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance. Preferred Qualifications Bachelor’s degree in STEM. Ability to decompose statements of work into basic elements and transform them into workable program plans. Familiarity with applicable government regulations, particularly program planning and Earned Value compliance. Understanding of basic product development principles, including Agile software development. Strong written and verbal communication skills; ability to influence at all levels of an organization. Experience with APEX, SAP/R3, Microframe Project Manager (MPM), Oracle ERP, Deltek Cobra, Deltek MPM Connect, or similar EVMS tools. Demonstrated ability to balance technical, cost, and schedule constraints to achieve customer satisfaction. Project Management Professional (PMP) certification from PMI is a plus.
