Summary This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Human Resources Specialist, you will independently lead complex, sensitive projects for senior Department officials, applying expert personnel management and deep HR program knowledge to plan, conduct, and integrate Department-wide initiatives. - Develop human resources policies and strategies to ensure Department-wide compliance with Federal statutes, Executive Orders, and judicial decisions.
- Provide expert HR guidance on issues to support stakeholders in resolving matters related to HR program areas.
- Analyze proposed legislation and regulations to shape agency positions and support effective Departmental personnel management.
- Represent the Department at interagency engagements to share information and support consistent implementation of policy updates and best practices across the organization.
- Administer agency-level HC-related programs ensuring compliance with policies and regulatory expectations.
- You must be a United States Citizen.

- Developing organization-wide human resources policies and procedures to support consistent implementation across core HR functions.
- Evaluating employment laws, labor regulations and administrative or judicial decisions to support organization-wide compliance and operational effectiveness.
- Serving as a senior advisor or consultant to stakeholders to resolve highly complex, sensitive, or precedent-setting employment policy issues.
- Planning and conducting evaluations or compliance reviews of human resources programs to identify operational risks to ensure adherence to regulatory standards and recommend corrective actions.
- This position has been identified as potentially meeting the requirements of Schedule Policy/Career. If it is determined that the position does meet the requirement, the position will be converted from the competitive service to an excepted service position. Any employee occupying the position at that time will also be converted (moved) from the competitive service to the excepted service with limited appeal rights. If you are selected and DOE designates the position as "Schedule Policy/Career" in the excepted service, you will be informed of this decision in writing and provided with additional information. This designation/determination is not appealable.
