This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Human Resources Specialist, you will independently lead complex, sensitive projects for senior Department officials, applying expert personnel management and deep HR program knowledge to plan, conduct, and integrate Department-wide initiatives.

The Office of the Chief Human Capital Officer office works to formulates policies, guidance, and strategies for DOE and provides advisory and technical support to Departmental Elements, including Headquarters, field servicing Human Resources (HR) offices, and the DOE community in such matters as: Leave administration, position classification; pay and compensation, benefits and worklife, staffing; and workforce restructuring and performance management

As a Human Resources Specialist , you will:

• Develop human resources policies and strategies to ensure Department-wide compliance with Federal statutes, Executive Orders, and judicial decisions.
• Provide expert HR guidance on issues to support stakeholders in resolving matters related to HR program areas.
• Analyze proposed legislation and regulations to shape agency positions and support effective Departmental personnel management.
• Represent the Department at interagency engagements to share information and support consistent implementation of policy updates and best practices across the organization.
• Administer agency-level HC-related programs ensuring compliance with policies and regulatory expectations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 i n the Federal service. Specialized experience for this position is defined as meeting 2 of Total 4 of the following:

1. Developing organization-wide human resources policies and procedures to support consistent implementation across core HR functions.
2. Evaluating employment laws, labor regulations and administrative or judicial decisions to support organization-wide compliance and operational effectiveness.
3. Serving as a senior advisor or consultant to stakeholders to resolve highly complex, sensitive, or precedent-setting employment policy issues.
4. Planning and conducting evaluations or compliance reviews of human resources programs to identify operational risks to ensure adherence to regulatory standards and recommend corrective actions.
