Tax Transformation Project Manager

We’re seeking a highly experienced Project Manager to lead large-scale regulatory and strategic initiatives focused on US Tax Operations within a complex financial services environment. This individual will drive end-to-end transformation efforts across operations, technology, compliance, and finance teams while helping assess and redesign the current US withholding tax operating model. The ideal candidate will bring strong project and change management expertise, deep knowledge of US withholding tax regulations, and the ability to translate regulatory requirements into scalable operational and system solutions.

Responsibilities

Project & Transformation Management

• Lead end-to-end delivery of regulatory and strategic initiatives impacting US tax operational processes
• Manage the full project lifecycle including planning, execution, delivery, and stakeholder communication
• Coordinate across IT, Operations, Compliance, and US Corporate Tax/Finance teams
• Conduct impact assessments and translate regulatory requirements into functional and operational solutions
• Ensure alignment with enterprise architecture, operational frameworks, and data strategies
• Define and monitor project milestones, risks, dependencies, and delivery timelines
• Lead change management activities including communication, training, and adoption strategies

Operating Model Review & Transformation

• Assess the current US withholding tax operating model across operational and technology functions
• Map end-to-end processes, ownership structures, controls, rules, and operational workflows
• Identify manual processes, operational gaps, risks, pain points, and control weaknesses
• Diagnose dependencies, single points of failure, and operational inefficiencies
• Evaluate alignment with US tax regulations and internal control standards
• Review governance frameworks, escalation procedures, KPIs, and oversight models
• Assess process ownership, sustainability, scalability, and long-term operating effectiveness
• Develop target operating model recommendations across ownership, automation, controls, and governance
• Present implementation considerations, trade-offs, and strategic recommendations to senior leadership
• Differentiate short-term remediation efforts from long-term structural transformation opportunities
• Produce executive-ready deliverables including current state assessments, gap analyses, risk findings, and target operating models

Required Qualifications

• Experience within Financial Services, preferably in a CIB or Banking environment
• Strong Project Management and Change Management expertise
• Proven experience leading regulatory, operational, or transformation programs
• Deep understanding of US tax frameworks including:
• IRC Chapter 3 (NRA withholding)
• IRC Chapter 4 (FATCA)
• Treaty rate determination
• 1042 / 1042-S and 1099 reporting processes
• Hands-on experience supporting US withholding tax operations
• Ability to translate regulatory requirements into operational and system solutions
• Strong analytical, problem-solving, and strategic thinking capabilities
• Excellent stakeholder management and executive communication skills
• Experience working with complex systems, operational workflows, and data flows
• Leadership experience within cross-functional environments
• Strong consulting and diagnostic capabilities including operational reviews, stakeholder interviews, and workshop facilitation

Nice to Have

• Experience within banking operations, loan agency, custody, or structured finance environments
• Prior consulting or advisory experience focused on tax operations, operational risk, or regulatory transformation
• Familiarity with loan servicing platforms such as Loan IQ
• Strong adaptability and transformation mindset
• Experience presenting findings and recommendations to senior leadership teams
