Since 1976, Florida Community Health Centers, Inc. (FCHC) has been a health care leader in Florida. We provide comprehensive primary and specialty health care and patient support services through a network of Centers surrounding Lake Okeechobee and across Florida’s Treasure Coast. Our mission is to ensure that everyone in our communities has access to culturally competent, high-quality health care that they can afford. FCHC has locations in Clewiston, Moore Haven, Okeechobee, Fort Pierce, Port St. Lucie, Stuart, Indiantown, Pahokee and West Palm Beach. FCHC’s Corporate Office is centrally located in West Palm Beach, Florida. FCHC has multiple staff members who speak Spanish and Creole, and translation is available for other languages as needed. FCHC has created a “one-stop shop” for patients–providing Pediatric and Adult Primary Care, Dental, OB/GYN and Women’s Health, Infectious Disease, Behavioral Health, Pharmacy, chronic disease education and care management, referral assistance, benefit enrollment assistance and coordination, and telehealth services. Our patients benefit from a “medical home” model, where they may access our extensive array of health care clinicians and services in an atmosphere where they are treated with respect, care, and concern.

Position Summary:  As a member of Senior Management, responsible for managing existing grants and pursuing new funding opportunities (service expansion), responsible for public relations, and responsible for Board/staff development programs for Company. This includes analysis, planning, execution, control, and evaluation for all three areas. Seek additional funding opportunities such as Federal grants; state grants; local grants such as CSC, Healthy Start, jails and other local business, community or governmental related grants. Ensure existing grants are maintained and all reporting requirements are met to ensure continuation. Responsible for researching new business opportunities, to include additional services, delivery sites, and partnerships with community, business or civic organizations. Promote community interest and awareness for FCHC and attract new projects and collaborations to increase the number of patients served. Responsible for the development and execution of an annual Marketing Plan and budget to include promotional materials; print and media advertising; community functions such as health fairs and open houses; and education of state and federal legislative representatives. Responsible for coordinating the recruitment and training of new members to the Board of Directors for FCHC, as well as coordinating new member training and the annual Board of Directors training session.

Roles and Responsiblities:

Qualifications and Education Requirements:

  • Develops, maintains and distributes an annual grant calendar. The calendar should include from and through dates; renewal application dates; reporting requirement dates; and reporting responsible party.
  • Obtains Requests for Proposals and attends scheduled grant writing workshops for existing and new grants.
  • Monitors existing grants to ensure all reporting requirements are met and that all parties are complying with the grant. Facilitates problem resolution with any existing grant.
  • Schedules management/employee workgroups to coordinate the preparation of grant applications by submission deadlines. Develops a timetable and areas of responsibility to ensure grant completion in a timely manner.
  • Ensures all grant submissions meet all of the necessary requirements of the request for proposal.
  • Seeks new grant opportunities to enhance revenue and increase the number of patients served.
  • Presents to the Senior Management team new funding opportunities that are deemed to benefit FCHC. Coordinates the preparation of new grant applications with related parties to ensure all areas of the RFP are met and that the grant is prepared in such a manner that will result in a successful award.
  • Establishes and maintains personal contact with all grantor agencies, foundations, corporations.
  • Attends local, civic and business group meetings to enhance local contacts.
  • Completes an annual detailed needs assessment for each service area and county where FCHC provides services.
  • Researches and obtains countywide information of the census data for the communities that we serve (i.e., MSFW, age, race, income, Medicaid population, uninsured, special population, etc.)
  • Service Expansion/Consolidation:
  • Develops, revises and monitors FCHC’s annual strategic plan (long range and short range) in collaboration with Senior Management and the Board of Directors.
  • Presents FCHC’s strategic plan on an annual basis to the Board of Directors, management and employees of FCHC.
  • Actively pursues new business opportunities.
  • Researches the addition of new services. This research must include a cost benefit analysis that includes funding and reimbursement considerations as well as the cost to add the new service.
  • New or expanded delivery sites. This research must include location of new land or buildings for future expansion as well as possible current, existing building expansion.
  • Promotes business relationships and develops community partnerships to promote service expansion.
  • Community Development/Public Relations:
  • Develops, in coordination with each Center Manager, an annual marketing plan for their respective center. The plan is updated quarterly and a summary of the monthly activities are presented to the administrative staff in a monthly marketing report.
  • Assists with the development of an annual budget for public relations activity.
  • Responsible for the development and approval of all promotional materials prior to distribution to the centers, such as company brochures, newsletters, etc.
  • Responsible for the development and approval of all print and media advertising such as billboards, newspapers ads, telephone directories, and articles and stories for submission to news stations and newspapers.
  • Works with local newspapers, radio and television media to promote FCHC.
  • Oversees center planned community functions such as health fairs, open houses and media or legislative visits. Ensures the events are widely publicized to the community.
  • Works to develop community volunteer committees that can participate in promoting FCHC’s goals and mission.
  • Reviews all advertising contracts, the purchase of promotional materials and approves the purchase requests prior to forwarding to the Purchasing Department.
  • Assist the IT Director with the website content, enhancements and modifications. Ensures the information in the website is kept current.
  • Initiates and oversees any local fundraising activities.
  • Assists other Senior Managers with special projects, studies and community events as appropriate and represents FCHC at various activities, meetings and speaking engagements in terms of marketing and program expansion.

Board Development:

  • Assists CEO and Board of Directors in Board member recruitment.
  • Coordinates training programs for new Board members and annual Board Retreat.
  • Coordinates with Human Resources for staff development.

Governmental Relations:

  • Develop and maintain a database that includes key elected officials and other governmental officials the federal, state and local level
  • Develop program for regular contact with key official’s local, state and federal legislative bodies and government agencies.
  • Inform/educate stakeholders of key issues impacting health centers and FCHC
  • Coordinate invitations to FCHC events to build areas of common organizational interest.
  • Identify grant and contractual opportunities with federal, state and local grantees

Minimum Qualifications:

  • Minimum Bachelor's Degree, Master's Degree preferred.
  • 2. 5-10 years’ experience in grant writing and/or public relations capacity.

Knowledge, Skills and Abilities:

  • Possess good computer skills, proofreading, and knowledge of computer software (including Word, Excel, Publisher, Access, PowerPoint, and Outlook).
  • Possess excellent written and verbal communication skills. Have the ability to gather, analyze and interpret statistical and other programmatic information.
  • Possess excellent interpersonal and organizational skills.
  • Possess ability to prioritize work and coordinate multiple projects with minimal direction.
  • Have ability to meet deadlines.
  • Ability to work flexible hours as needed.
  • Ability to travel within FCHC’s six (6) county service area and to travel outside the area to workshops and/or conferences, as required.
  • Must be able to work independently while being a team player.
