Chief Of Police

The Chief of Police oversees the leadership, direction, and management of the Royal ISD Police Department. This role is responsible for ensuring the safety and security of students, staff, and district property by developing and enforcing policies, procedures, and initiatives that comply with federal, state, and local laws. The Chief of Police collaborates with district administration, local law enforcement agencies, and community stakeholders to plan, coordinate, implement, and manage the district's safety protocols and security systems. Additionally, this position oversees the district's safety and security programs and coordinates the emergency operations response plan, ensuring compliance with all applicable laws and ordinances.

Qualifications

Education/Certification:

Bachelor's degree in criminal justice, law enforcement, public administration, or a related field (Preferred)

Texas Peace Officer license issued by Texas Commission on Law Enforcement (TCOLE)

Clear and valid Texas driver's license

Successful completion of training required by Texas Education Code (TEC) 96.641 and Texas Occupation Code 1701.2633

Special Knowledge/Skills:

Strong leadership and organizational skills

Ability to develop and implement comprehensive safety plans

Effective crisis management and emergency response skills

Excellent interpersonal and communication skills

Ability to work collaboratively with diverse stakeholders

Strong knowledge of school safety regulations, policies, and best practices

Proficiency in law enforcement technology, reporting, and data management

Commitment to fostering a positive and safe school culture

Training and ability to subdue offenders, including use of firearms and handcuffs

Bondable as required by TEC 37.081(h)

Must be able to respond to emergencies on a 24/7 basis as needed

Experience:

Minimum of 5 years of law enforcement experience, with at least 3 years in a supervisory or leadership role

Experience in school-based law enforcement or community policing is highly preferred

Major Responsibilities and Duties
  1. Provide leadership and oversight of the Royal ISD Police Department, ensuring compliance with all applicable laws and regulations.
  2. Develop, implement, and enforce policies and procedures related to school security, emergency preparedness, and law enforcement activities within the district.
  3. Supervise police personnel, including hiring, training, evaluating, and disciplining officers and staff as needed.
  4. Coordinate enforcement activities with outside law enforcement agencies, other department directors, and campus principals to develop and implement preventative security programs, gang management plans, and other safety programs.
  5. Oversee investigations involving criminal activity, school safety concerns, and incidents occurring within district property.
  6. Investigate and make recommendations on all complaints and accusations made against district police officers or staff.
  7. Develop and conduct training for staff, students, and the community on security measures, emergency response, and crime prevention.
  8. Maintain and manage department budgets, equipment, and resources to ensure operational efficiency.
  9. Collaborate with district leadership in developing crisis management plans, safety audits, and security enhancements.
  10. Serve as the primary liaison between the police department and district administrators, school personnel, and community stakeholders.
  11. Monitor and analyze crime trends affecting the district and recommend proactive measures to enhance safety.
  12. Prepare reports, maintain records, and ensure proper documentation of incidents, policies, and compliance-related activities.
  13. Promote positive relationships between law enforcement and the school community through outreach and engagement activities.
  14. Ensure officers and staff adhere to ethical and professional standards in all law enforcement and security functions.
  15. Maintain property room for storage of weapons and contraband confiscated on district property.
  16. Adhere to professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics.
  17. Develop needed professional skills appropriate to job performance.
  18. Maintain confidentiality.
  19. Reliable attendance and punctuality.
  20. Follow district safety protocols and emergency procedures.
  21. Participate in staff development activities to improve job-related skills.
  22. Attend and participate in staff meetings and serve on staff committees as required.
  23. Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
  24. Perform other duties as assigned.
Mental Demands/Physical Demands/Environmental Factors

Tools/Equipment Used: District vehicle, firearm, handcuffs, alarm system, security equipment, two-way radio, alarm system and other security equipment, fire extinguisher, and standard office equipment including computer and peripherals

Posture: Prolonged sitting and standing

Motion: Strenuous walking and climbing; frequent keyboarding and use of mouse; frequent driving

Lifting: Moderate lifting and carrying (less than 15 pounds)

Environment: Work inside and outside (moderate exposure to sun, heat, cold, and inclement weather). Frequent district-wide travel

Other: Specific hearing and visual requirements. May be subject to adverse and hazardous working conditions, including violent and armed confrontations. Ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously.

Mental Demands: Maintain emotional control under stress; prolonged hours; on call 24 hours a day.
