Technical Program Manager - Healthcare Technology Programs

Job Overview An immediate opportunity is available for an experienced Technical Program Manager to lead and coordinate complex healthcare technology initiatives within a large-scale transformation program. This role is responsible for driving project execution, stakeholder communication, vendor coordination, and cross-functional delivery across multiple technology workstreams. Candidates with strong healthcare IT experience, proven leadership in matrixed environments, and the ability to manage large, multi-stakeholder programs will receive priority consideration. Must Haves 7+ years of experience managing enterprise IT projects, healthcare technology programs, public‑sector initiatives, or large-scale technology implementations. 5+ years leading cross‑functional technical teams within complex matrixed organizations. Experience supporting healthcare, public health, Medicaid, human services, EMS, behavioral health, or other regulated environments. Strong project management expertise across Agile, Scrum, Waterfall, Hybrid, SDLC, release management, and governance frameworks. Experience coordinating executive communications, stakeholder engagement, vendor management, and portfolio reporting. Knowledge of healthcare interoperability technologies including APIs, HL7, FHIR, EDI, health information exchanges, and cloud‑hosted systems. Experience reviewing integration documentation, interface specifications, data mappings, and system integration artifacts. Proficiency with project and collaboration tools such as Jira, Azure DevOps, MS Project, SharePoint, Confluence, Visio, Power BI, Tableau, or similar platforms. Strong understanding of security, privacy, compliance, accessibility, and regulated data management practices. Excellent communication, presentation, facilitation, negotiation, and stakeholder management skills. What the Client Needs You to Do The Technical Program Manager will serve as a central coordination point for technology initiatives, ensuring projects remain aligned with strategic objectives, approved technical direction, operational requirements, and governance standards. This individual will oversee project execution, manage risks and dependencies, coordinate vendor activities, and provide leadership visibility into project performance and readiness. Success in this role requires balancing technical understanding with strong program leadership and stakeholder engagement. Key Responsibilities Lead assigned technology projects and workstreams from planning through implementation, stabilization, and operational transition. Coordinate communication among business leaders, technical teams, vendors, implementation partners, and external stakeholders. Develop and maintain project plans, schedules, milestones, RAID logs, decision registers, and delivery dashboards. Track project progress, resource allocation, risks, dependencies, issues, and readiness activities across multiple initiatives. Prepare executive‑level presentations, status reports, risk assessments, decision materials, and governance updates. Facilitate cross‑functional collaboration to ensure alignment with enterprise architecture, security, accessibility, interoperability, and compliance standards. Coordinate vendor activities, deliverables, implementation timelines, and contract‑related follow‑up efforts. Monitor project financials, milestone performance, delivery quality, forecasting, and funding‑related risks. Support operational readiness planning, implementation reviews, transition‑to‑support activities, and sustainability initiatives. Review and document integration requirements, interface specifications, source‑to‑target mappings, message flows, validation rules, and technical dependencies. Collaborate with architects, engineers, security teams, data teams, business stakeholders, and vendors to resolve technical and operational challenges. Drive issue resolution and escalation management while maintaining transparency and accountability across all stakeholders. Preferred certifications include PMP, PgMP, PMI‑ACP, Certified ScrumMaster (CSM), SAFe, TOGAF, ITIL, AWS, Azure, Google Cloud, Six Sigma, IIBA, or related credentials. Prior experience supporting government agencies, healthcare organizations, federally funded programs, rural health initiatives, or large enterprise transformation efforts is strongly preferred.
