Director of Finance & Administration

Reports to: Co- Executive Director Team Hours Exempt (Administrative Exemption), 1.0 FTE Starting salary at: $82,500 Job Summary: The DVIP/RVAP offers a comprehensive range of services, including crisis intervention, safe shelter, counseling, advocacy, and support to meet the needs of victims and their families. Supervised by the Co- Executive Director team, the Director of Finance & Administration provides strategic and operational leadership for all financial functions of DVIP/RVAP. This includes financial reporting, budgeting, grant reimbursement cycles, internal controls, and payroll administration. The Director ensures compliance with GAAP, federal and state grant requirements, and nonprofit best practices. This role serves as a key advisor to the Co- Executive Directors and Board of Directors, providing financial analysis, forecasting, and recommendations that support organizational sustainability. The Director supervises the Finance & Grant Administrator and ensures accurate, timely execution of day‑to‑day accounting and grant documentation processes. This position provides services to victim-survivors of domestic violence, dating violence, sexual violence, human trafficking, and stalking. Certified Victim Advocate: Victim Counselor certification within the first year, and domestic violence and sexual assault Certified Victim Advocate certifications are required within a year of Victim Counselor certification after appointment to the position. Essential Duties and Responsibilities: Mission and Service Delivery Responsible for fulfilling the overall mission of DVIP/RVAP in the provision of services to program participants Ensure services are accessible, responsive, and aligned with survivor-identified priorities, particularly during periods of crisis Deliver services that are both responsive and compliant by addressing immediate safety and barrier-related needs in a timely manner while maintaining accurate documentation, meeting funding requirements, and upholding agency policies and confidentiality standards. Finance, Accounting, and Administrative Oversight: Oversee all financial operations, ensuring compliance with GAAP and nonprofit best practices. Manage necessary financial records, invoicing, and transactions according to generally accepted accounting principles. Prepare monthly, quarterly, and annual financial statements for leadership and the Board. Lead annual budgeting processes and provide ongoing budget‑to‑actual analysis. Maintain internal controls and ensure accurate, timely financial data entry and reporting. Coordinate annual audit preparation and serve as primary liaison with auditors. Manage financial components of all grants, including reimbursement requests, match documentation, and compliance tracking. Maintain the grant reporting calendar and ensure timely submission of all financial reports. Work with program staff to ensure expenditures align with grant requirements Review financial reports for and attend monthly Finance Committee meetings as required. Coordinate employment documentation and employee master file. Oversee outsourced payroll processing, ensuring accurate coding, approvals and alignment with grant allocations and cost centers. Review and reconcile payroll reporting’s from the third‑party provider for accuracy and compliance. Manage employee benefits administration from a financial and administrative standpoint, including: Health, vision, and dental insurance enrollments and changes; Supplemental insurance enrollment and changes, i.e.: short‑term disability insurance; Retirement plan contributions and reporting; Workers’ compensation reporting and coordination; Payroll deductions and employer contributions Ensure compliance with payroll‑related financial regulations and reporting requirements. Oversee donor acknowledgment processes in coordination with development staff. Maintain positive relationships with vendors, funders, auditors, and partner agencies. Provide financial analysis and recommendations to the Co- Executive Directors. Present financial reports to the Board of Directors and Finance Committee. Directly supervise the Finance & Grant Administrator. Provide training, guidance, and oversight to ensure accurate accounting, reconciliations, and grant documentation. Review and approve work related to accounts payable, receivables, reconciliations, and grant files. Related Duties: On‑Call, including DV, SA, Shelter, campus or, or rural response as needed. Some travel required, with daytime, weekend, and evening work. Duties as assigned. Required Qualifications: Bachelor's degree in accounting, finance, business administration or, or equivalent combination of experience and education. Experience in nonprofit financial management, including grant accounting and reimbursement processes. Proficiency with accounting software (QuickBooks or comparable), spreadsheets and general office and donor software. Experience administering payroll processes (financial entry, coding and, and reconciliation). Experience with employment documentation and employee master file management. Experience with monthly and annual financial reports (including budget) and supporting annual audits. Ability to maintain confidentiality and exercise sound judgment, a valid driver’s license, proof of auto insurance, and reliable transportation. Ability to pass an FBI, Iowa background, Child Abuse and Sex Offender Registry check. Desirable Qualifications Master's degree in accounting, finance, public administration, or related experience. Experience working with a non‑profit organization. Experience with federal and state grant management, reimbursable, and match documentation. A working knowledge of donor software.
