In the Department of Motor Vehicles this class is accountable for performing a full range of duties in support of the emissions testing, vehicle inspection, customer complaint and/or regulated business licensing programs.
EXAMPLES OF DUTIES EMISSIONS TESTING PROGRAM
Three (3) years of experience in motor vehicle repairs, motor vehicle inspection activities or related experience that will provide a working knowledge of motor vehicle parts and repairs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Graduation from an accredited vocational/technical school specializing in automotive mechanical repairs may be substituted for two (2) years of the General Experience.
PREFERRED QUALIFICATIONS
Incumbents in this class may be exposed to a moderate amount of disagreeable conditions encountered during the inspection of motor vehicles or facilities, vehicle emissions testing equipment or working outdoors.

- Perform a wide range of vehicle inspections, including commercial vehicles, school transportation vehicles, abandoned, composite, motorcycles, salvage, and trailers
- Conduct inspections in accordance with established guidelines and procedures
- Identify and document any safety issues or violations found during inspections
- Complete accurate and detailed inspection reports
- Provide outstanding customer service and address any inquiries or concerns regarding vehicle inspections
- Collaborate with team members to ensure efficient and effective operations
- Maintain a flawless inspection process and uphold the highest standards of quality and accuracy
- Assist with other related duties as assigned

In the Department of Motor Vehicles this class is accountable for performing a full range of duties in support of the emissions testing, vehicle inspection, customer complaint and/or regulated business licensing programs.
EXAMPLES OF DUTIES EMISSIONS TESTING PROGRAM
- Performs onsite reviews of emissions testing equipment, facilities, testing procedures, records and other contract compliance issues at subcontractor locations to ensure compliance with state and federal regulations;
- Performs inspections of vehicles for pollution control devices to verify repairs have been completed;
- Performs audits of emission equipment including calibration checks to ensure proper emission standards are in place;
- Reviews documentation including, but not limited to, test data records, repair receipts and subcontractor records to verify repairs and inspections have taken place and are in compliance with established emissions standards;
- Reviews financial hardship waiver requests and determines whether to approve waiver;
- Provides technical assistance and acts as a technical resource to emissions inspectors and repairers;
- Performs video surveillance of subcontractor test procedures and customer services as required;
- Performs challenge tests to determine accuracy of emissions test results;
- Performs covert audits;
- Communicates with customers and other interested parties in person or over phone;
- Responds to inquiries from the public;
- Attempts to resolve complaints;
- Prepares reports;
- Performs related duties as required.
- Performs site inspections and collects data at dealer and repairer locations for proposed or existing facilities/locations as referred by licensing staff;
- Conducts pre-licensing and qualification reviews of referred facilities for compliance with all applicable requirements;
- Conducts non-criminal investigations and reviews of customer complaints;
- Prepares findings upon completion of investigation for assigned cases;
- Testifies as necessary at formal proceedings on assigned cases;
- Performs inspections of motor vehicles at designated inspection lanes and taxis and ambulances at designated locations as assigned;
- Ensures conformance to state statutes and regulations;
- Conducts motor vehicle inspections to ensure safety compliance and authentication of vehicle identification numbers and transfer documents;
- Communicates with customers and other interested parties in person or over the phone;
- Responds to inquiries from dealers, repairers and the public and attempts to resolve complaints;
- Prepares reports;
- Performs related duties as required.
- Considerable knowledge of motor vehicle parts, equipment and mechanical operations including emissions systems;
- Knowledge of
- vehicle inspection methods and techniques;
- vehicle diagnostic testing and repair methods;
- motor vehicle equipment calibration methodology;
- and ability to interpret and apply relevant state and federal laws, statutes and regulations;

- vehicle suspension checks, trailer electric brake testing.
- Experience maintaining and repairing vehicles such as automobiles, trailers, motorcycles & commercial vehicles
- Experience with using diagnostic tools such as scanners, code readers, tire tread depth gauges.
- Experience handling customer complaints regarding automotive repairs or installation.
- Experience assessing properly functioning motor vehicle system components such as brakes, suspensions, wiper/washer, bumper reinforcements & exhaust
- Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license during employment in this class.
- At the time of appointment incumbents must also possess, and during the course of employment maintain, a motor vehicle driving record satisfactory to the Commissioner of Motor Vehicles.
- Incumbents in this class must possess the physical stamina to perform inspections and must possess manual dexterity.
