Role Overview:
The IT Trainer / Instructional Design Specialist collaborates with business, technical, and program teams to design and deliver training that strengthens staff skills in using child welfare information systems, reporting tools, and digital communication platforms. You will create clear, user‑friendly materials such as job aids, guides, videos, and e‑learning modules, and provide virtual training for system updates and policy changes.
Top skills for this role are:
- Instructional Design & Training Delivery: Ability to create effective learning experiences, develop clear materials, and deliver engaging virtual and in‑person training utilizing software such as Articulate and Camtasia.
- Systems & Workflow Expertise: Strong understanding of Child Welfare agency information systems, digital tools, and child welfare operational processes to serve as a knowledgeable guide and subject matter expert.
- Communication & Consultation Skills: S omeone who is positive, enthusiastic and a team-oriented professional who is passionate about making learning a positive experience. This person should possess the ability to explain complex concepts simply, assess needs across diverse roles, and collaborate with leadership, IT, and frontline staff to improve user experience and practice consistency.
This is an onsite role in the central DCS offices at the Indiana Government Center in Indianapolis, Indiana.
Salary:
The salary for this position traditionally starts at $70,122.00 but may be commensurate with education and work experience. Use our to view the total compensation package.
A Day in the Life:
Responsibilities include:
- Partner with business and technical teams to develop and implement training programs that improve staff proficiency in data entry in our child welfare agency information systems, reporting tools, and digital communication platforms.
- Create user‑friendly training materials including job aids, quick reference guides, videos, and e-learning modules.
- Deliver virtual training for system updates, policy changes, and new initiatives.
- Evaluate training effectiveness, identify gaps, and drive continuous improvement.
- Serve as a subject matter expert on technology‑supported practice, consulting with managers and frontline teams.
- Partner with IT, program leadership, and user support teams to streamline processes and enhance the user experience.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Individuals in this role should minimally be able to articulate or demonstrate the following:
- Thorough knowledge of the organization's business systems and commercial business applications.
- Thorough knowledge of technical problems and solutions as they relate to the current and future business environment.
- Advanced knowledge of the application of software engineering process tools.
- Advanced knowledge of project management theories and practices and the ability to apply that knowledge.
- Thorough knowledge of fundamental concepts, system design, relationships between various elements of the overall solution.
- Ability to comprehend and translate business systems or application requirements in a meaningful and functional manner.
- Ability to apply system development methodologies to oversee systems modifications and initiatives.
- Ability to use logic and critical thinking to address issues efficiently and effectively.
- Ability to understand the implications of new information for both current and future problem-solving and decision-making.
- Working knowledge of the application of software development methodologies.
- Familiarity with using and interpreting data structures and relationships.
- Ability to understand how change management methodology aligns with and enhances project management and implementation.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
- Ability to lead, encourage and influence others to perform.
- Effectively communicate both orally and in writing.
- Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
