SST Consultant (Special Education)

Job Description State Support Team – Region 11 seeks a full‑time team member who will train and coach district personnel toward effective approaches for special education service delivery, including inclusive instructional practices, multi‑tiered systems of support, and compliance with state and federal regulations. As a SST Consultant, you will provide support to districts and schools to meet state and federal requirements, facilitate comprehensive needs assessments (Ohio’s One Needs Assessment), support research efforts through Ohio’s evidence‑based clearing house, facilitate districts’ development of a focused, coherent plan (Ohio’s One Plan), and provide implementation support and monitoring. Start Date: August 1, 2026. Primary Responsibilities Provide professional development, coaching, and technical assistance on evidence‑based instructional strategies, special education service delivery models, specially designed instruction, disproportionality, and closing student achievement gaps. Provide implementation strategies and follow‑up support to educational teams related to multi‑tiered systems of support. Provide professional development, coaching, and technical assistance on implementation of IDEA (ETR, IEP, Internal Monitoring, Indicator Review). Collect and document evidence of implementation and impact of work with districts and buildings per Ohio Department of Education and Workforce processes. Assist in documenting the work of the State Support Team and analyzing district/regional data to determine ongoing support needs. Additional Responsibilities (performance expectations) Ensure integration of special education work within One Needs Assessment, One Plan, and SDA. Ensure required actions from IDEA monitoring and dispute resolution are completed. Use data analysis to compare test scores, district evaluations, and student achievement data. Provide professional learning and technical assistance to districts. Interpret and enforce state education laws, rules, and regulations. Research, evaluate, and recommend curricula, instructional methods, and materials. Develop instructional materials for educators and instructors. Use a computer to prepare and process information (e.g., input, compile, tabulate, post, store, retrieve, scan, modify, print, etc.). Assist districts, schools, families with questions and concerns. Uphold Board policies and follow administrative guidelines. Advise teaching and administrative staff on curriculum development, usage of materials, and implementation of state/federal programs. Assist with committees or internal team assignments and special projects. Stay current on research, programs, data trends, educational news, and laws/regulations. Keep current with advances in office technology. Cross‑train with other staff and offer assistance when needed. Participate in staff meetings and professional growth opportunities. Provide technical assistance to families and district personnel in addressing contentious issues before formal complaints. Perform other duties as directed by the Superintendent, designee, or SST Director. Qualifications A master’s degree in education, special education, early childhood education, educational administration, or related field, or equivalent evidence. Minimum of 3–5 years of successful classroom teaching, instructional improvement planning and implementation, special education administration, or related experience, and a license appropriate to the profession. Knowledge of: IDEA and ESSA provisions. Improvement planning processes, including strategic problem‑solving. Implementation and monitoring of improvement strategies. Delivery of high‑quality professional learning and technical assistance. Significant leadership experience in: Specially designed instruction and free appropriate public education in the least restrictive environment. Advanced data analysis supporting district teams. Evidence‑based processes and instructional practices, including Ohio’s Integrated Multi‑tiered System of Support. IDEA compliance monitoring. Coaching and consultation skills. Implementation and monitoring of improvement efforts. Delivery of professional learning and technical assistance. Valid Ohio teaching license and/or administrative license. Experience as administrator at district or building level. Experience developing and providing professional development, coaching, and technical assistance for adult learners.
