Base Pay $132,692.6 - $205,514.4 / Year Job Category Finance / Accounting, Executive / Senior Leadership, Budgeting / Financial Planning & Analysis Industry Government Administration, Public Sector / Local Government, Accounting / Financial Services Employee Type Exempt FT Required Degree Masters Manage Others Yes Job Summary The Director of Finance performs complex professional finance work involving the research, analysis, preparation and maintenance of financial models, reports, plans, policies, and procedures and the application of appropriate technology and systems to support long-term fiscal stability, the preservation and enhancement of creditworthiness, and diligent day-to-day budget planning and management in coordination with department and agency head and county administration. The Director is also responsible for the administration of accurate and efficient procurement and accounts payable functions and for supporting the work of independent auditors, financial advisors, and other agents and advisors engaged by and on behalf of the County. Key Responsibilities / Essential Functions Leadership Always does the right thing. Promotes the vision, mission and values of the County. Encourages and facilitates the self-management of departmental staff individually and in teams pursuant to established policies, procedures, goals and standards. Oversees, facilitates, assists with and supports long-term financial planning. Oversees, facilitates, and assists with the development of appropriate financial policies and systems to ensure financial resiliency and the integrity of all County financial transactions. Monitors macro-economic trends and conditions and legislative proposals and developments and reports findings to executive leadership. Recommends and assists with the development of budget and other finance-related goals and policies, including fund balance and reserve policies. Management Monitors and manages agreements and relationships with third-party contractors, agents, and advisors to ensure satisfactory performance and deliverables in compliance with established terms, conditions and work scopes. In collaboration with the County’s Training & Development Coordinator, reviews and recommends or provides additions or updates to budget planning, development, management, and reporting training and education for personnel of departments and agencies requesting and/or receiving funding from the County. Provides guidance and direction to County-funded departments and agencies in monitoring their financial status and addressing potential problems and alternative solutions. Advises County Administration and, as requested, the Board of Supervisors on matters of fiscal sustainability, financial planning, risks, capital investments, debt, reserves and fund balances, revenues, expenditures, and other matters affecting the County’s long-term financial condition. In consultation and coordination with County Administration and Human Resources, recruits, onboards, trains, supervises, develops, and manages qualified and high-performing departmental staff who achieve or exceed personal, departmental, and organizational goals, objectives, and performance standards. Oversees and supports operations and supervises staff of the Children’s Services Department. Plans, develops, and manages budgets for areas of direct oversight. Serves on local and regional boards, commissions, and committees, as appointed. Provides general support and assistance to departments of the Board of Supervisors with the tracking, management and reporting of revenues and expenditures related to grants. Oversees purchasing and accounts payable and manages the County’s general ledger, ensuring compliance with all applicable laws and regulations. Technical Principal contact for the County’s financial advisors and County auditors. Develops and maintains revenue and expenditure projections. Monitors budget vs. actual results for revenues and expenditures. Ensures general ledger coding accuracy and ensures actual expenditures do not exceed budget or appropriations. Provides quarterly (or more frequently if requested) variance analysis and reports to County Administration. Develops the departmental budget. Directs the development of the County’s Annual Comprehensive Financial Report (ACFR), principal liaison with the auditors and County staff. In collaboration and consultation with County Administration, provides executive overview (Transmittal Letter), Management Discussion & Analysis (MD&A), and statistical tables and analysis. Responsible for the overall accuracy of the ACFR. Monitors revenue and expenditure activity for the Economic Development Authority of Botetourt County; requests fund transfers between the County and EDA, prepares year-end trial balance. Liaises with appropriate personnel of the County School Division on project financing, budgeting, capital reserve utilization and other finance and budgeting matters. In consultation with County Administration, implements generally accepted accounting principles relating to County operations. Administers applicable Government Accounting Standards relating to County operations. Coordinates the annual preliminary and year-end financial audits. Provides analysis, worksheets, and responses to auditor inquiries. Responsible for the timely development and communication of budget planning, calendar, development, implementation, and management information, guidance, instructions, forms, policies and procedures to all stakeholders. Provides financing options and strategic alternatives for negotiation of contractual agreements. Oversees the analysis, procurement and implementation of debt financings, including lease purchase agreements. Conducts tax, fee, and rate studies as required. Prepares and reviews financial materials for presentation to the Board of Supervisors and other groups, as instructed. Assists with and supports the development of public information related to County finances and budgets. Coordinates the maintenance of the County’s fixed asset inventories; development of procedures relating to additions, deletions and transfers of assets; preparation of the annual fixed asset schedules. Develops and reviews accounting procedures, internal controls and policies, and recommends improvements. Reviews financial activity and balance sheet information for accuracy and completeness. Performs other related duties as assigned. Job Requirements Bachelor’s degree in finance, accounting, business administration or related field required. Master’s degree in finance or a master’s degree in public administration with a preferred focus in financial management preferred. Previous professional experience in governmental finance and budgeting planning and management required; responsible accounting work preferred. Five or more years of professional experience in finance administration and/or accounting. CPA, CPFO, or CGFM preferred. Thorough knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standards and Governmental Budgeting Practices. General knowledge of Virginia Public Procurement regulations and processes, preferred. Excellent oral and written communication, interpersonal and public relations skills; the ability to explain complex financial principles, systems, activities and reports understandably to the average person. Excellent computer skills with proficiency in use of Windows, Microsoft Office Suite, and the ability to quickly develop proficiency with organizational financial and management applications. Ability to organize and present financial information clearly and concisely orally and in writing. Ability to work effectively with all levels of the organization and external organizations. Ability to work independently or in teams. Physical Demands / Special Work Environment Constantly operates a computer, other office equipment. These tasks involve movement such as picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling. Substantial movements (motions) of the wrists, hands, and/or fingers. Exerting up to 25 pounds of force occasionally and/or negligible amounts of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading and data entry. Must be able to remain at workstation in a stationary position for up to 50% of the time. The person in this position needs to occasionally move about inside the office to attend meetings, access file cabinets and other office machines. The person in this position frequently communicates and exchanges information with colleagues and subordinates who need detailed instructions on work assignments. Must be able to exchange accurate information in these situations. The person in this position occasionally is required to traverse across uneven grounds, sports fields, indoor arenas, small spaces, and wet, snow- or ice-covered surfaces.
