Legal Administrative Assistant / Paralegal

General Summary
The Legal Administrative Assistant/Paralegal provides comprehensive administrative and operational support to the General Counsel and Senior Paralegal, supporting legal, compliance, contract administration, and governance functions. This role will work closely with the Compliance Department and district employees to support contract administration, develop and maintain compliance procedures, prepare and review documents, and assist with legal and policy research and will also contribute to the quality, consistency, and accuracy of departmental and public-facing materials. The incumbent will progressively assume greater responsibility and serve as backup support for public meeting functions.
Essential Duties & Responsibilities

- Provide administrative support to the General Counsel, including preparing correspondence and legal documents, managing calendars and deadlines, and coordinating meetings and appointments.
- Provide direct support to the Senior Paralegal in the research, review, preparation, tracking, and management of contracts and contract-related documents.
- Coordinate contract-related activities by scheduling meetings, gathering supporting documentation, and facilitating communication with internal departments.
- Assist in contract administration by reviewing documents for completeness, required provisions, and compliance with applicable statutes and requirements.
- Under the Supervision of General Counsel, draft standard contract provisions, amendments, and related documents using approved templates.
- Serve as backup for contract administration, progressively assuming more complex and paralegal-level responsibilities as knowledge and skills develop.
- Participate in training and professional development activities designed to prepare for future advancement to a Paralegal position.
- Review and edit departmental documents, correspondence, and public-facing materials to ensure accuracy, proper grammar, spelling, formatting consistency, and alignment with approved templates and messaging standards.
- Support departmental compliance efforts by collaborating with team members to develop, document, and finalize procedures, ensuring processes are clearly defined, accurate, and aligned with regulatory and organizational requirements.
- Serve as backup to the Board Liaison Officer by coordinating and facilitating board and committee meetings, preparing agendas and meeting materials, issuing public notices, maintaining meeting records, ensuring compliance with Oregon Public Meeting Law, and overseeing meeting operations.
- Demonstrate strong customer service skills and excellent oral and written communication skills. Must be able to manage diverse and demanding requestors.
- Exercise with a high degree of discretion, professionalism, and confidentiality in handling sensitive information.
Supervisory Responsibilities
- This position does not supervise others.
Fiscal Responsibility
- This position adheres to procurement policies and procedures including managing contract compliance.
Minimum Qualifications
Required Education and Experience
This position is an underfill opportunity and may be filled at either the Legal Administrative Assistant or Paralegal level, depending on the qualifications of the selected candidate. Candidates must meet the minimum qualifications for the level at which they are hired.
Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job will be considered. Education and course work can substitute for years of experience. Typical qualifications are outlined below:
Legal Administration Assistant (Entry / Underfill Level)
Option 1:
- Associate degree in paralegal studies, public administration, business administration, or a closely related field; and
- Two (2) years of progressively responsible experience in legal administrative support, contracts administration, procurement support, or general office support in a governmental, public sector, or regulated environment;
Option 2:
- Four (4) years of progressively responsible experience in legal administration support or contract administration, procurement support, or a closely related field.
Paralegal (In-Training)
Candidates may be hired at the Paralegal level if they meet the following qualifications:
Option 1:
- Bachelor's degree in paralegal studies, law, public administration, business administration, or a closely related field;
Option 2:
- Completion of an approved paralegal certificate program;
AND
- One (1) year of experience supporting legal, contracts, procurement, or compliance functions.
Preferred Qualifications
- Experience working in a public transit agency, governmental entity, or similarly regulated environment
- Familiarity with Federal Transit Administration (FTA) requirements and State of Oregon laws, including public contracting, procurement, and open meetings
- Experience using electronic legal databases research, such as Westlaw or Lexis
- Experience supporting compliance programs or regulatory requirements in a public-sector setting
- Experience supporting Board or committee meetings, including agenda preparation, minutes, and public notice requirements
- Strong proofreading, document formatting, and template management experience
This is an underfill opportunity and may be filled at either the Legal Administrative Assistant or Paralegal level. Candidates will be evaluated based on how closely their qualifications and experience align with the needs of the position. The district may prioritize candidates who meet Paralegal-level qualifications or demonstrate more advanced experience when selecting candidates for interviews.

Position Type and Expected Hours of Work
- Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
- Monday through Friday 8am until 5pm.
- Occasional evening hours are expected and required for public meetings, as well as events to interact with all employees. Board meetings occur once a month beginning at 5:30 pm; Committee meetings occur throughout the month in the evening as well as during normal business hours.
Travel
- Travel within the metropolitan area is required.
- Occasional travel outside of the region may be required.
