Project Manager

The Town of Lovettsville, originally known as the German Settlement, is a small community in northern Loudoun County, Virginia, with historical roots dating to 1732. Lovettsville is three miles south of Brunswick, Maryland, and less than 35 miles from Winchester, VA, Martinsburg, WV, and Dulles International Airport. The Town of Lovettsville seeks a dedicated, responsive, and experienced individual for the position of Project Manager. The ideal candidate must have knowledge and experience in municipal infrastructure projects, including stormwater, water and sewer, flood mitigation, roadways, transit, bicycle and pedestrian streetscapes, and parks and recreation facilities. The candidate must have a willingness to learn and accomplish the job duties in line with the mission, vision, and goals of the Town of Lovettsville. A successful incumbent is a proactive independent self-starter, creative problem solver, passionate about providing excellent customer service and being a strong team player. Supervisory Responsibilities None. Duties Assist with the preparation and development of the Capital Improvements Budget and 5-Year Plan including developing and managing project schedules and budgets, identifying funding sources, and submitting grant funding requests. Coordinate and manage the consultants’ work including procurement, defining scope, monitoring expenditures and schedules, and assuring quality deliverables are satisfactorily received and completed. Responsible for negotiation and preparation of contracts, RFP’s RFQ’s, and IFB’s, and regularly update project status and information to the Town Manager and Town Council. Work involves reviewing engineering and construction plans for compliance with codes, regulations, and Town of Lovettsville standards, to include the coordination with consultants and developers regarding plan approval. Responsible for oversight of the design and construction of Town of Lovettsville, Loudoun County, and State of Virginia facilities within the Town of Lovettsville limits. This position assists various Town of Lovettsville departments, outside review agencies, architects, engineers, and the general public with code compliance pertaining to the development, subdivision of property, and assistance with Town of Lovettsville homeowner outdoor improvement projects, ensuring they are compliant with Town of Lovettsville code. Reviews rezoning and special exception referrals from the Loudoun County Department of Planning and Zoning and coordinates review comments with the Town of Lovettsville Zoning Administrator. Required Skills and Abilities Prevailing principles and best practices of civil engineering. The Town of Lovettsville, Loudoun County, State of Virginia, and Federal laws pertaining to regulatory codes applicable to design and construction projects. Modern methods and techniques in the design and construction of civil engineering projects. Use of software and technology applied to civil engineering. Ability to perform difficult engineering computations and make comprehensive recommendations related to engineering problems. Communicate effectively, both orally and in writing. Establish and maintain effective working relationships with supervisors, co-workers, other departments, applicants, design professionals, contractors, developers, elected and appointed officials and the general public. Qualifications Bachelor’s degree with some course work in civil engineering, construction, or a related field, or equivalent combination of education and experience. Minimum of five (5) years of progressively responsible experience in civil engineering construction or construction management. Current Engineer-In-Training (EIT) Certificate (or ability to obtain within one (1) year of employment). Possession of a valid driver's license and a safe driving record. Preferred Qualifications Bachelor’s or Master’s degree in civil engineering or related field. Certification as a Project Management Professional (PMP) or certification as a Certified Construction Manager (CCM). Virginia Professional Engineer (PE) License (or ability to obtain within one (1) year of employment). Three (3) years of engineering experience working in an environment consisting of water and waste water facilities. Bilingual in English/Spanish. Physical Requirements & Work conditions Standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Ability to work outside normal business hours and attend local and regional meetings. Must be able to work in various weather conditions and be able to walk on uneven, rough terrain to be able to inspect development sites.
