Director - Capture Management & Federal Business Development

Job Title: Director – Capture Management & Federal Business Development (Pre-Sales) Location: Columbia, MD (Hybrid) Employment Type: Full-Time Position Summary We are seeking an experienced Director – Capture Management & Federal Business Development (Pre-Sales) to lead strategic growth initiatives across the U.S. Federal Government market. This leadership role is responsible for identifying, qualifying, capturing, and shaping federal opportunities while working closely with proposal, delivery, solution architecture, and executive leadership teams. The ideal candidate has a proven track record of winning Federal IT services contracts, developing capture strategies, managing customer relationships, and driving business development efforts across agencies such as DoD, DHS, HHS, VA, Treasury, GSA, DOJ, FAA, NASA, USDA, State & Local (SLED), or other civilian agencies. Capture Management Lead the capture lifecycle from opportunity identification through contract award. Develop and execute comprehensive capture plans for strategic federal opportunities. Perform opportunity qualification using Shipley, APMP, or similar capture methodologies. Build competitive win strategies, pricing approaches, teaming strategies, and discriminators. Conduct competitor analysis and develop mitigation strategies. Manage bid/no-bid decisions and executive gate reviews. Maintain capture artifacts including account plans, stakeholder maps, win themes, and action plans. Business Development Identify and qualify new federal opportunities through GovCon portals, agency forecasts, GWACs, IDIQs, BPAs, and market intelligence. Develop relationships with federal customers, industry partners, subcontractors, and prime contractors. Expand strategic partnerships with OEMs and technology vendors. Build and maintain a healthy opportunity pipeline aligned with organizational growth objectives. Represent the company at industry events, networking sessions, and customer meetings. Federal Pre-Sales & Solutioning Collaborate with solution architects and technical SMEs to develop winning technical solutions. Lead customer discovery sessions to understand mission needs and pain points. Translate customer requirements into compelling value propositions. Support pricing strategy, staffing strategy, and technical solution development. Ensure solutions align with customer requirements, compliance standards, and evaluation criteria. Proposal Writing Lead and manage the development of high-quality, compliant, and compelling responses to RFPs, RFIs, RFQs, Sources Sought, and Task Orders. Develop proposal outlines, compliance matrices, win themes, executive summaries, management approaches, and technical narratives. Collaborate with capture managers, solution architects, SMEs, and delivery teams to gather content and develop winning proposals. Ensure all proposal responses are compliant with solicitation requirements, evaluation criteria, and submission deadlines Strategic Growth Develop account growth strategies for key federal agencies. Build long-term customer engagement plans. Monitor market trends, procurement forecasts, and emerging technologies. Recommend investments that improve competitive positioning and organizational capabilities. Required Qualifications Bachelor's degree in Business, Engineering, Information Technology, or related field. 10+ years of Federal Business Development, Capture Management, or Federal Pre-Sales experience. Demonstrated success winning Federal IT Services contracts. Strong understanding of the Federal acquisition lifecycle. Experience supporting large competitive procurements valued from $10M to $500M+. Strong knowledge of: GWACs IDIQs BPAs
