Buyer-Procurement Analyst

Description: 

ENG- Develop subcontract specifications, work statements, terms and conditions, and bid packages for specialized materials, equipment, and services. Manage procurement activities for airframe detail parts and assemblies using engineering drawings, Material Requirements Planning (MRP), and Systems, Applications, and Processes (SAP) systems. Evaluate suppliers, proposals, pricing, manufacturing processes, delivery requirements, and quality considerations while negotiating subcontract provisions and maintaining procurement records.

#Education & Job Requirements

*Bachelor’s degree with 4 - 8 years of experience or Master’s degree with 2 - 6 years of experience
*Professional experience with procurement, purchasing, or subcontract administration
*Experience sourcing materials, equipment, tools, raw materials, packaging materials, parts, services, or supplies
*Proficiency analyzing supplier operations, price trends, manufacturing processes, proposals, and cost factors
*Demonstrated ability to negotiate prices and subcontract provisions
*Experience utilizing engineering drawings for build-to-print procurement
*Working knowledge of Material Requirements Planning (MRP) systems
*Familiarity with Systems, Applications, and Processes (SAP) systems
*Strong ability to analyze statistical data and establish price objectives
*Able to read, write, speak, and understand the English language
*Ability to read, interpret, and apply technical drawings, blueprints, schematics, or maintenance manuals

#Job Duties & Functions

*Develop subcontract specifications, work statements, and terms and conditions for procurement activities.
*Prepare bid packages and conduct bidders’ conferences as required.
*Analyze and evaluate supplier proposals to support procurement decisions.
*Negotiate subcontract provisions, pricing, additions, deletions, and modifications.
*Select or recommend subcontractors based on applicable procurement considerations.
*Write subcontract awards and administer resulting subcontracts.
*Coordinate with contracts administration and purchasing to develop subcontract policies and procedures.
*Procure airframe detail parts and assemblies from engineering drawings using MRP and SAP systems.
*Source machinery, equipment, tools, raw materials, packaging materials, parts, services, and supplies necessary for organizational operations.
*Compile and analyze statistical data to determine buying feasibility and establish price objectives.
*Monitor price trends and manufacturing processes to support purchasing decisions.
*Evaluate supplier operations to identify factors affecting price, quality, reliability, and schedule performance.
*Review proposals, negotiate prices, and recommend suppliers.
*Analyze procurement trends and follow up on orders placed.
*Verify deliveries, approve payments, and maintain required procurement records.
*Coordinate with internal and external departments and customers.
*Travel as required.
