Come where you will be part of our high-caliber team!SPA has an immediate need for a Budget & Acquisition Analyst.ResponsibilitiesPerform work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.Apply knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.Analyze and evaluates new initiatives, technologies, and programs to meet mission requirements.Conduct requirements analysis to support acquisition of future year’s labor, equipment and facilities.Work with the client’s senior managers to develop the organization’s budget.Develop and execute an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.Perform cost benefit analyses to review financial requests, assess program and technical tradeoffs, and explore alternative funding options.Monitor and reports performance against plans to ensure that contractual, cost and schedule objectives are met.Arrange modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.Conduct cross program analyses at the program office.Identify tradeoffs within and among competing programs and provide executive managers with resource alternatives.Maintain Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.Review Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.QualificationsRequired Qualifications:US Citizenship with TS/SCI + Poly clearance at date of applicationPlease discuss specific polygraph requirements with an SPA Talent Acquisition professionalBA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)4+ years of related work experienceKnowledge of developing briefs and reports for project leadership team reviewIntermediate to advanced knowledge of Microsoft Excel; adept at other MS applicationsDemonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principlesDemonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline developmentExcellent interpersonal, organizational, written, and verbal communication skills and attention to detailAble to effectively manage time and collaborate across a diverse set of group/division prioritiesAbility to report to designated work location in Chantilly, up to full time, based on the needs of the customerDesired Qualifications: Proactive interest in learning new skills and engaging new challengesStrong customer service skills, with interest in proactively anticipating and addressing client needsAct as a key technical expert on financial analysis issuesPay Range InformationAt SPA, we strive to deliver a robust total compensation package that will attract and retain top talent.
