Title: Child Support Project Manager
Location: Indianapolis, IN (Hybrid & In-person Interview)
Duration: 8 Months
Type: Contract

Note:
Work Schedule: Monday to Friday 8:00AM to 5:00PM.
Selected resource will be required to work 3 days onsite and 2 days remote. This arrangement could
change over time to 2 days onsite/3 days remote or possibly WFH.
Once hired there will be a onsite background check and security training.
Candidate may be required to attend in-person interview on-site if they are in the Indianapolis area.
Travel is NOT covered by DCS.

Job Summary
The Project Manager will manage medium to large, complex projects, ensuring successful implementation through effective planning, scheduling, governance, risk management, resource allocation, and stakeholder communication. The role requires strong project management expertise, proficiency with Atlassian tools and Salesforce technology, and the ability to coordinate with IT staff, agency personnel, vendors, and other stakeholders to achieve project objectives.
Essential Duties and Responsibilities

• Manage medium to large projects, including complex, multi-year initiatives.
• Establish and maintain positive working relationships with CSB-IT staff, county and agency personnel, and contracted resources.
• Create, review, and maintain project management plans, schedules, meeting agendas and minutes, risk and issue logs, and lessons learned.
• Manage projects in accordance with approved governance policies, procedures, and standards.
• Utilize the Atlassian Tool Suite to track project milestones, tasks, deliverables, and progress against established baselines.
• Identify project variances, implement corrective actions, and report status and deviations to the PMO Manager.
• Schedule, prepare for, and facilitate project meetings.
• Communicate project status, risks, and issues to stakeholders and escalate concerns in a timely manner.
• Adhere to organizational policies and standard operating procedures (SOPs).
• Maintain project documentation and artifacts in accordance with the CSB document management strategy.
• Foster a collaborative team environment to support productivity and successful project delivery.
• Assist with project portfolio maintenance and update governance manual policies and procedures as assigned.
• Work with the PMO Manager to establish performance expectations.
• Perform other related duties as assigned.

Required Qualifications and Skills

• Minimum of 5 years of project management experience .
• At least 2 years of experience managing large, complex, multi-year projects .
• Advanced knowledge and experience with Microsoft products, including Outlook, SharePoint, Word, Excel, Microsoft Project, and Visio.
• Intermediate knowledge of the Atlassian Tool Suite.
• Intermediate knowledge of Salesforce technology.
• Thorough knowledge and experience of PMBOK project management practices, including:
  • Cost management
  • Benefit analysis
  • Risk management
  • Resource management
  • Change control
• Thorough knowledge and experience of Agile project management and IT governance methodologies, tools, and approaches for successful project implementation.
• Ability to lead, motivate, encourage, and influence team members to achieve project objectives.
• Strong analytical, problem-solving, and decision-making skills.
• Ability to build and maintain relationships across business groups.
• Excellent oral and written communication skills.
• Ability to manage project progress, coordinate stakeholders, and communicate effectively with management and project teams.

Preferred Qualifications

• Business knowledge of IV-D and Child Support Enforcement.
• Experience working with state government agencies.
• Project Management Professional (PMP) certification.
• Agile certification.
• Scrum Master certification.

Reporting and Supervisory Responsibilities
The Project Manager reports to the Director of IT PMO and receives guidance from senior-level business and technical managers. The position may also provide guidance and assistance to lower-level Project Managers.
Work Complexity and Responsibilities
The position requires considerable judgment in selecting appropriate guidelines and approaches to manage medium to complex, enterprise-wide projects. The Project Manager must analyze multiple variables, address project challenges, and adapt project management practices to meet agency requirements.
The employee works closely with senior staff and management to establish project objectives and operating boundaries. Unusual problems or deviations from established guidelines are discussed with management as appropriate. Work is reviewed based on the achievement of objectives and compliance with organizational policies and practices.
Stakeholder Relationships
The Project Manager collaborates with agency executive management, IT management, division management, system users, agency personnel, consultants, vendors, contract staff, representatives from other agencies, Indiana Office of Technology (IOT), and other individuals or groups involved in project implementation.
The role is responsible for monitoring project progress, communicating updates to management, coordinating project activities, and facilitating cooperative and non-cooperative problem-solving with project teams and stakeholders impacted by automation initiatives.
