The Program Manager administers all finance, human resources and facilities and other operational activities for the Center To Advance Trauma Informed Health Care (CTHC). Manages the operations of CTHC's various grants and programs and oversees an operational budget ranging from $3.5-8 million/annually (depending on grants received). Directly oversees all financial, human resources, and contractual obligations of the center, including numerous sub-contracted project partners and consultants. Serves as the recognized administrative and operational CTHC-wide expert for all internal and external stakeholders. Works under direction of the CTHC Director/Principal Investigator to develop and implement CTHC's objectives, long-term vision and goals, and policies and procedures.
The UCSF Center to Advance Trauma-Informed Heath Care (CTCH) is a largely independent entity housed in DGIM/DOM. CTHC launched in 2018 to help lead the emerging field of trauma-informed health care. CTHC is an academic program that treats individual patients, innovates clinical models of care, performs research, trains and educates key stakeholders, and changes health policies. The Center oversees a number of large grants with the state of California and federal government, all of which address the impact of trauma on health and wellbeing. The CTHC formerly contracted with the State of California to lead the California ACEs Statewide Learning Collaborative, a public-private partnership between the California Department of Health Care Services (DHCS), the Office of the Surgeon General, UCSF, the Center for Care Innovations(CCI), and the RAND Corporation (RAND) to train providers of care in California's Medi-Cal system to effectively screen and respond to ACEs. Based on the success of the CALQIC learning collaborative, the CTHC entered a $23M 5-year contract to co-direct a large multi-campus University of California project (UCAAN) that assumed responsibility for a large portfolio of state programs that address the impact of childhood trauma. A priority for these state projects is addressing community and historical level trauma experienced by African American, Latinx, immigrant, and indigenous populations. The CTHC continues housing the UCAAN project in addition to other grants and houses the Women's HIV Program, the first clinic in the country designed for women and children living with HIV. While the clinic is housed under CTHC, its operations and financial oversight are entirely overseen by a different set of University administrators in the Infectious Diseases Department.

Administers a small to mid-sized program with primary responsibility for administrative and programmatic activities.
Program Administration & Strategic Leadership
- Provides high-level administrative and operational leadership for the Center's programs, initiatives, and infrastructure.
- Partners with the Center Director to develop and implement short- and long-term strategic priorities and programmatic direction.
- Establishes and refines policies, procedures, and operational frameworks to support program effectiveness and scalability.
- Leads cross-functional planning efforts and participates in internal and external leadership groups, committees, and working groups.
- Monitors and analyzes policy developments (local, state, federal) impacting the Center's work; identifies strategic implications and develops response frameworks in collaboration with leadership.
- Oversees complex administrative operations, including coordination across consultants, contractors, and institutional stakeholders.
Financial Oversight & Budget Planning:
- Provides strategic financial oversight of the Center's full grant and funding portfolio to ensure fiscal integrity, compliance, and alignment with program goals.
- Leads recurring financial review processes with the Financial Analyst and Center Director; synthesizes and presents financial reports and projections.
- Oversees budget development, forecasting, and fiscal year transitions in coordination with Research Administration and institutional partners.
- Directs financial management of funding agreements, subcontracting structures, and vendor relationships in partnership with appropriate offices.
- Reviews financial performance, identifies risks, and advises leadership on mitigation strategies and resource allocation.
- Serves as a primary programmatic liaison for financial matters with internal and external stakeholders.

Grant & Operational Oversight
- Provides oversight of all funded projects within the Center's portfolio, ensuring alignment with program strategy, scope, and sponsor requirements.
- Ensures timely completion of deliverables, milestones, and reporting obligations across project teams.
- Oversees compliance reporting to funding entities and coordinates report development with Research Administration and institutional offices.
- Reviews and assesses scope of work changes, funding allowability, and programmatic adjustments in partnership with the Center Director.
- Oversees subcontractor and regranting activities, including deliverables tracking and billing coordination, in collaboration with Contracts and Research Administration.

Funding Development & External Relations
- Partners with Center leadership to identify, develop, and pursue new funding opportunities and diversified revenue streams.
- Leads and coordinates complex funding proposals and submissions in collaboration with leadership and institutional offices.
- Oversees planning and execution of major fundraising initiatives and events.
- Manages relationships and communications with philanthropic advisory bodies, funders, and key external partners.
- Coordinates ongoing strategic and financial planning processes to support long-term program sustainability.

- Ensures program compliance with institutional, state, and federal policies and regulatory requirements.
- Identifies, assesses, and escalates operational, financial, and compliance risks to Center leadership.
