Major Duties

• As an Accountant (Staff/Systems), you will be responsible for the following duties:
• Serving as the agency expert in the Financial Improvement and Audit Remediation Division.
• Managing detailed single- and multi-year work plans for business cycles and for exercising broad judgment, discretion, and initiative.
• Developing new approaches to existing systems and programs, ensuring accountability and audit readiness/sustainment.
• Providing expert guidance to Enterprise Business Cycle Owners and other Process Cycle Integrators in conducting compliance reviews of DLA end-to-end (E2E) processes against federal laws.
• Assisting the Director in managing and coordinating the J8 Risk Management and Internal Control Program and conducting compliance reviews of DLA end-to-end (E2E) processes against federal laws, DoD, and DLA policy.
• Supporting Enterprise Business Cycle Owners and Process Cycle Integrators by developing agency-wide internal control test plans that enable the Agency to produce auditable financial statements.
• Advising DLA Process Owners on understanding and implementing risk management and internal control policies and procedures.

Qualification Summary

To qualify for an Accountant (Staff/Systems), your resume and supporting documentation must support: A. Basic Requirement: A bachelor's degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred, and the date conferred. Failure to submit your transcripts may result in lost consideration. OR A combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing counsel to senior Agency management officials to ensure the Agency adheres to accounting, budgetary, functional, statutory, and regulatory requirements set by Congress, OMB, GAO, the Treasury, DoD, and generally accepted accounting principles (GAAP). Developing and implementing J8-wide internal control and risk management policies and procedures to support compliance with financial reporting requirements under the CFO Act of 1990, the Government Performance and Results Act of 1993, the Government Management Reform Act of 1994, the Federal Financial Management Improvement Act of 1996, the Federal Managers' Financial Integrity Act, and OMB Circular A-123. Overseeing Enterprise Risk Management and Internal Control, including the implementation of subsequent amendments and new laws affecting financial reporting. Providing guidance on risk management and internal control policies and procedures for business initiatives and developing implementation guidance and procedures to ensure end-to-end operational effectiveness and efficiency. Providing risk management and internal control recommendations to revise, interpret, or develop policies and programs supporting audit readiness and sustainability. Providing technical direction or advice on risk management and internal control functions, audit readiness activities, and other financial systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
