Federal Emergency Management Junior Consultant - Safety, Fire and Environmental Programs

Job Description ProSidian seeks a Federal Emergency Management Junior Consultant – Safety, Fire and Environmental Programs (SFEP) headquartered near CONUS – Northern Virginia, Washington DC, Maryland. The role supports engagement for federal government clients in emergency management, including maintenance, operation, development, and preservation of community strategies and processes to build a culture of preparedness. Responsibilities include program support, development, implementation, sustainment of the Emergency Management (EM) Program, off‑site product development, on‑site support for task orders, administration of delivery team, and coordination with CO and COR. The consultant will develop plans, policies, procedures, conduct training, exercises, develop improvement plans, facilitate program briefs, support incident response, assist EM office setup, and review construction documentation for impact on emergency response. Key tasks and workstreams: 1) Program development and strategic planning; 2) Emergency preparedness training; 3) Exercises and exercise design; 4) Corrective actions program; 5) Incident support; 6) Construction documentation review. Qualifications Minimum six years of emergency management experience in incident response, recovery, or planning. Minimum four years of exercise design experience. Minimum one year of training or exercise program management. One year of train‑the‑trainer experience or certification. Proficient in Microsoft Office 2016 or later; other professional certifications desired: Emergency Management Institute Professional Development Series, Homeland Security Exercise and Evaluation Program certification. Critical soft skills: active listening, business writing, adaptability, prioritization, stakeholder coordination, executive‑level communication, understanding of EM concepts. Occasional travel may be required. Must be a U.S. citizen; background investigation up to Top Secret or DOE "Q" clearance. Must meet federal contract requirements (1099 contractor).
