Job Summary


The Instructional Technologist manages, evaluates, and supports the College's Learning Management System (LMS) across online, hybrid, and web-augmented courses. This position provides technical administration, system troubleshooting, and direct support for academic courses and self-paced modules. Additionally, the role creates technical documentation and conducts LMS training for faculty, staff, and students to ensure reliable digital course operations.

Essential Duties and Responsibilities
• Collaborates with faculty and Subject Matter Experts (SMEs) to design, develop, and sequence online, hybrid, and web-augmented courses aligned with student learning outcomes.
• Guides faculty through the course blueprint process and applies Quality Matters (QM) rubrics to ensure high-quality course structure, accessibility, and engagement.
• Assists faculty and staff in building digital learning content directly within the LMS and using course authoring tools.
• Provides technical support and administration for the College's LMS and integrated educational technology tools.
• Researches, evaluates, and tests emerging technologies to determine their viability for teaching and learning.
• Generates, analyzes, and shares LMS activity reports, usage statistics, and analytical data with deans, directors, and Information Services.
• Creates documentation, user guides, and training resources to support self-paced learning for faculty, staff, and students.
• Designs and delivers seminars, workshops, and training sessions on instructional technology tools and online teaching best practices.
• Disseminates research on assessment strategies, curriculum trends, and tech-infused instructional innovations.
• Participates in unit-level continuous improvement processes, including tracking learning outcomes and implementing action plans per the College's institutional effectiveness model.
• Coordinates project documentation and generates progress reports to support departmental goals and strategic initiatives.
• Demonstrates regular, punctual attendance and abides by all College policies, safety standards, and guidelines in a high-tech, all-digital environment.
• Maintains positive, professional working relationships with faculty, staff, and leadership while delivering high-level customer service.
• Completes required institutional training and aligns daily operations with the College's Strategic Plan.
• Works flexible hours (including evenings or weekends) as needed to meet project deadlines or support special events.
• Builds and maintains effective relationships with Subject Matter Experts and assists with the development of content that supports what students need to learn, sequencing of the content, and development of content.
• Participates in the process for systematic review and evaluation per the institutional effectiveness model adopted by the College.
• Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite.
• Completes duties and responsibilities in compliance with college standards, policies and guidelines.
• Uses interpersonal skills and makes sound judgments to decide how duties and responsibilities are completed between coworkers, the supervisory chain, faculty, staff, students, and customers.
• Completes all required training and professional development sessions sponsored by Texas Southmost College (TSC).
• Promotes positive morale and teamwork within the functional unit and provides exceptional customer service to students, faculty and community.
• Communicates effectively, both orally and in writing; defines problems, collects data, establishes facts, and draws valid conclusions; and effectively presents information, as needed.
• Supports the values and institutional goals as defined in the College's Strategic Plan.
• Performs duties and responsibilities within a high-tech all-digital environment.

Required Knowledge and Skills

• Knowledge of Learning Management Systems.
• LMS & Educational Technology: proficient in the administration, tools, and workflows of modern learning management systems (LMS) and course authoring platforms.
• Technical communication: ability to analyze user/faculty needs, troubleshoot technical issues, and translate requirements effectively to information technology staff.
• Technology evaluation: ability to research, test, and implement emerging digital tools and applications that enhance instruction.
• Media & software proficiency: familiarity with media editing tools (such as Adobe Creative Suite) and strong proficiency in office productivity suites (word processing, spreadsheets, databases, presentations, and email).
• Community college mission: strong alignment with the vision, mission, and student success initiatives of a community college environment.
• Regulatory compliance: general knowledge of relevant state and federal regulations, including the Texas Higher Education Coordinating Board (THECB), SACSCOC accreditation standards, Texas Education Code, and guidelines governing academic programs, developmental education, and student learning outcomes (SLO) assessment.
• Institutional effectiveness: understanding of assessment frameworks, unit-level evaluation, and data-driven continuous improvement concepts.
• Project & time management: demonstrated ability to manage, prioritize, and complete multiple complex projects independently within established deadlines.
• Analytical & problem-solving: ability to define problems, collect and analyze data, establish facts, draw sound conclusions, and present findings clearly.
• Communication & collaboration: excellent oral, written, and interpersonal communication skills with a proven ability to deliver exceptional customer service and work collaboratively in a team environment.
• Ethics & confidentiality: high level of professional integrity with the ability to handle sensitive, confidential institutional data with discretion

• Familiarity with institutional effectiveness issues and other institutional assessment concepts.
• General knowledge of the Texas State Education Code; the rules, regulations and principles of the THECB and the Southern Association of Colleges and Schools Commission on Colleges, as well as other state and federal laws and regulations regarding curriculum development; academic, career and technical programs; developmental education; student learning outcomes; and assessment of student learning outcomes.
• Ability to determine the technical needs of the client and effectively communicate those needs to the information technology staff.
• Ability to research and implement appropriate new technologies.
• Strong demonstrated organizational skills in handling, directing and prioritizing multiple and complex assignments and projects with excellent attention to detail.
• Ability to work independently, according to established schedules and to complete assignments and projects, as per defined timelines.

Required Education and Experience


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education and experience required.
• Bachelor's degree in Educational Technology, Instructional Design, Education or related field from an accredited college or university.
• Two (2) years of relevant work experience as an Instructional Technologist, Instructional Developer or Instructional Designer
• Direct experience with learning management systems (LMS)
• Experience creating and implementing online course quality assurance rubrics

Preferred Education and Experience
• Master's degree in Instructional or Educational Technology from an accredited college or university.
